Two telephones.....Don't call us we will call you.
About 5 years ago I called the local INS (ICE) number to report the house up the street where we think a safe house was set up. You know, 11 or 12 cars in front of a 1,000 sq. foot house. 15 bags of garbage once a week. So I called ICE "enforcement" and of course all you get is a recording asking you to leave your name and number. I did and of course nobody called back. (The CITY later evicted them over zoning laws!)
Now, if you are filling out any VISA or citizenship forms where you are going to have to send in MONEY called a FEE you can call a INS (ICE) number in Washington 8 to 5 EST Mon-Fri and lo and behold you can talk to a human being. 1-800 something. HHHMMM? You want to report illegals and no one answers but offer to send MONEY to Washington and they are all too happy to chat with you. How can that be?
(Do they math...20 to 30 million illegals who will pay 2,000 to 5,000 EACH if amnesty is passed no to mention the millions the State Department will rake in with future family reunifications in other countries as the illegals slowly become citizens after the amnesty is awarded.

It's not just the average citizen that cannot reach them. A friend of mine works at the local sheriff's office and told me that when they call ICE all they get is a recording. They can't reach them either.
