U.S. sends 600 troops to Poland, Baltics in message to Russia over Ukraine

In a move to reassure Russia’s neighbors, the United States will send some 600 paratroopers to Poland and the Baltics starting tomorrow as part of an open-ended military commitment prompted by Moscow’s actions in Ukraine.

“I can announce today that a company-size contingent of paratroopers from the U.S. Army Europe's 173rd Infantry Brigade Combat Team airborne, which is based in Vicenza, Italy, will arrive in Poland tomorrow to begin exercises with Polish troops,” Rear Admiral John Kirby, a Pentagon spokesman, told reporters at his daily briefing.

Poland, Estonia, Latvia and Lithuania will get 150 American troops each. The full deployment will be complete “by the end of this weekend, maybe Monday,” Kirby said.

Even when those U.S. forces rotate back, new ones will take their place for new exercises throughout the rest of 2014, “but beyond that, it could go beyond the end of this year," Kirby said. "We just don't know. We're just going to have to see how it goes.”

And the exercises “very well could” expand to other NATO allies, Kirby said. “But right now it's going to start with those four countries.”

“Since Russia's aggression in Ukraine, we have been constantly looking at ways to reassure allies and partners,” he said. “These exercises were conceived and added onto the exercise regimen as a result of what's going on in Ukraine.”

Kirby underlined that one goal of the deployment was to highlight the U.S. commitment, under Article 5 of the NATO charter, to treat an attack on a member of the alliance as an attack on the United States itself.

“The message is to the people of Poland and Lithuania, Latvia, Estonia that the United States takes seriously our obligations under Article 5 of the NATO alliance even though these aren't NATO exercises,” he said.

“And I think if there's a message to Moscow, it is the same exact message, that we take our obligations very, very seriously on the continent of Europe,” Kirby said. “The kind of work that we're going to be doing is real infantry training. And that's not insignificant.”

The deployment could be large enough to reassure American allies nervously watching Russia, which gobbled up Ukraine’s strategic Crimean peninsula after a pro-Western government seized power in Kyiv and has hinted at broader designs on Ukrainian territory. But it also appears to be small enough that Moscow will not regard it as an escalation.

NATO to deploy ships, intensify Baltic & Mediterranean patrols 'due to Ukraine crisis'

NATO is strengthening its military presence in the Baltic and Mediterranean due to the escalation of the Ukrainian crisis. The organization is to deploy ships and intensified aerial patrols in the region.

At a meeting of the Euro-Atlantic Partnership Council in Brussels, NATO approved a number of measures to strengthen security in Eastern Europe in connection with the growing crisis in Ukraine.

“Our defense plans will be revised and strengthened,” said Anders Rasmussen, Secretary General of NATO, to press in Brussels.

He added that NATO had not yet reached a decision about the possible deployment of troops in Eastern Europe.

“Today we agreed on a number of measures that can be implemented quickly. But more work needs to be done,”
said Rasmussen. Elaborating on the measures that are to be taken, Rasmussen said that air policing aircraft will fly more sorties over the Baltic region and NATO ships would be deployed in the Baltic Sea and the Eastern Mediterranean.

“We all agree that a political solution is the only way forward,”
Rasmussen told press.“We call on Russia to be part of the solution.”

In addition, he accused Russia of destabilizing Ukraine and amassing its troops along the country’s borders. He called on Moscow to “make clear” it does not support the violent actions of armed militia and pro-Russian separatists.

NATO has already been stepping up its presence in the region. Several warships have been deployed in the Black Sea over the last few days. They include the US missile destroyer Donald Cook, which carries helicopters and a crew of 300 and two more attack vessels.

Moscow has repeatedly denied Western allegations that it has a hand in the ongoing unrest in the south-east of Ukraine and said reports of Russian interference in the region are based on dubious information.

Furthermore, President Vladimir Putin has said the recent escalation in the Ukrainian crisis has brought Russia’s neighbor to the brink of civil war.

Kiev’s coup-appointed government announced the beginning of an “anti-terrorist”operation in the south-east of Ukraine on Monday. The move comes in response to ongoing unrest and violent protests in the region, rejecting Kiev’s interim authorities. Some more extreme elements are even calling for a Crimea-style referendum and possible separation from Ukraine.

Following months of deadly protests, Ukrainian President Viktor Yanukovich was ousted and replaced by a self-appointed government on February 22. Russia slammed the coup-appointed government as illegitimate and said it had violated the Ukrainian constitution by setting elections for May 25.

US troops arrive in Poland for exercises across Eastern Europe amid Ukraine crisis

    Published April 23, 2014 FoxNews.com

WASHINGTON – U.S. Army paratroopers are arriving in Poland on Wednesday as part of a wave of U.S. troops heading to shore up America's Eastern European allies in the face of Russian meddling in Ukraine.

Pentagon press secretary Rear Adm. John Kirby said an initial contingent of about 600 troops will head to four countries across Eastern Europe for military exercises over the next month.

First, about 150 soldiers from the 173rd Airborne Brigade Combat Team based in Vicenza, Italy, are arriving in Poland.

Additional Army companies will head to Estonia, Latvia and Lithuania and are expected to arrive by Monday for similar land-based exercises in those countries.

The show of strength comes as the United States, European allies and Ukraine try to ease tensions with Russia and pro-Russian separatists in eastern Ukraine. All sides struck a diplomatic agreement last week, but it remains unclear whether pro-Russian demonstrators, who took over a series of government buildings in the wake of Russia's annexation of Crimea, will back down.

Under the current plan, U.S. troops would rotate in and out of the four Eastern European countries for additional exercises on a recurring basis.

"We're looking at trying to keep this rotational presence persistent throughout the rest of this year," Kirby told reporters, adding that over time the exercises could expand to other countries.

The exercises are part of an effort announced last week by Defense Secretary Chuck Hagel aimed at reassuring NATO allies of America's commitment to the region's defense.

Kirby said the U.S. will likely plan other exercises and will continue to work through NATO on joint measures that could be scheduled in the future.

"It's a very tangible representation of our commitment to our security obligations in Europe, and the message is to the people of those countries and to the alliance that we do take it seriously. And we encourage our NATO partners to likewise look for opportunities of their own to do this same kind of thing for one another," said Kirby. "And I think if there's a message to Moscow, it is the same exact message - that we take our obligations very, very seriously on the continent of Europe."

Armed pro-Russia groups have occupied areas in eastern Ukraine and have refused to leave until the country's acting government resigns. There was a burst of violence Sunday, with three people killed during a shootout at a checkpoint manned by pro-Russian troops. The U.S. has asserted that some of the troops are Russian special operations forces, and officials are pressing Russian to abide by an international accord aimed at stemming the crisis in Ukraine.
