Neocon Lies Could Trigger Nuclear War

Washington never runs out of Adolf Hitlers. Two decades ago, it was Saddam Hussein. Then, it was it was Osama bin Laden. In quick succession, it was Syria’s Bashar Assad and North Korea’s Kim Jong-un. Last week, the newest Hitler was dubbed. He is Russian President Vladimir Putin, who was given that moniker by former Secretary of State and 2016 Presidential front-runner Hillary Clinton.
Clinton pronounced that if Putin’s order to send troops to Russia’s strategically essential and mostly Russian populated Crimea “sounds familiar, it’s what Hitler did back in the ’30s. All the Germans that were … the ethnic Germans, the Germans by ancestry who were in places like Czechoslovakia and Romania and other places, Hitler kept saying they’re not being treated right. I must go and protect my people and that’s what’s gotten everybody so nervous.”
What should have everybody nervous is that Clinton is lying. The real Nazis are the ultra-right-wingers who now control the Ukrainian government, even as events have spun out of control. They come from generations of anti-Semites. It is they who believe Europe’s troubles stem from Jews in Moscow. This is the reality that Clinton easily brushes aside out of her loyalty to her New World Order masters — masters she may fully serve in 2016.
Worse yet, the mainstream media and those who hang on every lie uttered by Clinton and other neocons are indignant over the fate of freedom-loving Ukrainians. Even though Putin is no longer a communist, those who shape American opinions are eager to paint him as a nefarious ex-Red, a former KGB assassin who schemes as Hitler did.
And so begins the latest crusade for the neocons, but this time the crusade is against a resolute Russian leader who commands a modern nuclear arsenal capable of destroying the world several times over. Picking on Putin is not the same game as beating up Saddam or hunting down bin Laden. It has dangerous consequences that have not been thought through since old guard communists like Andrei Gromyko were ousted from the Kremlin in the 1980s.
Three decades later, modern Russian leaders are playing an updated version of “Dr. Strangelove.” They understand all too well that America has a weak hand, given that its military is stretched thin.
At the same time, even a cursory understanding of the past four centuries reveals that Crimea is a territory attached to Russia as much as Scotland is a part of Great Britain. That Crimea is rich in natural resources contributed to Germany’s launching World War II. Of strategic importance to Russian leaders is that Crimea holds Sevastopol, the home base of Russia’s Black Sea Fleet. It is Russia’s only warm-water port, the only port Russia has that provides access to the Black Sea, the Mediterranean and the Atlantic year-round. To the Kremlin it is non-negotiable.
Yet Clinton and her fellow neocons in both parties act as if Crimea were essential to America’s strategic interest. In accordance with this fallacy, they are fermenting fear and inciting hatred against Russia for protecting what is in its national interest in a region populated mostly by Russians.
There is even speculation that the government of the United States has authorized the CIA to sponsor riots in Kiev with snipers that have totaled more than 100 kills during the recent uprising that coincided with the Winter Olympic Games in Sochi, Russia.
David Shayler, a former British MI-5 officer, believes the Kiev protests were an attempt to bring Ukraine into NATO and to rip Russia apart. In a radio interview with The Voice Of Russia, Shayler said of events last month:

So, clearly these people are paid mercenaries and this revolution was nothing to do with the will of the people. As you say, most of the people in the Ukraine either speak Russian or have relations in Russia and so on. This was something that’s been orchestrated by the west, they’ve been trying to start the Third World War, and we saw that last year in Syria. It failed then, but they are obviously now trying to open another front to try and cause that war.

It might be easy to dismiss Shayler’s comments as ramblings of an old Cold War warrior, but what he says makes sense demographically and historically.
Before any Americans get too cozy with to the idea of freedom-loving Ukraine, it is important to remember that, with the exception of Germans, no other nation was more involved in the Holocaust than Ukraine.
Timothy Stanley, author, noted historian and columnist for the Daily Telegraph, opined onCNN:

[I]n the eyes of many ethnic Russians, it is the Ukrainian nationalists — not Putin — who are the Nazis. The Russians have asserted, quite accurately, that the revolution that overthrew a pro-Russian, democratically elected leader has resulted in the elevation of Russophobe fascists into key government positions. For example, the new secretary of the Ukrainian National Security and Defense Council is Andriy Parubiy — co-founder of the Neo-Nazi Social-National Party of Ukraine (SNPU).
Another creator of the SNPU is Oleh Tyahnybok, a high-profile leader of the Kiev protests who has blamed Ukraine’s problems on a Jewish conspiracy run out of Moscow. Ukraine’s new deputy secretary of national security is Dmytro Yarosh, leader of the Right Sector group, which regards Tyahnybok as a soft liberal and which flies the old flag of the Ukrainian Nazi collaborators at its rallies.

The truth is Ukraine “freedom fighters” battling the Russian Empire are national socialists who harbor Hitler’s obsession against Jews and are willing to risk global war to see it happen. The real question is: Why are American neocons like Senator John McCain and Hillary Clinton onboard opposing Russia while supporting the national socialists? And why is the press so eager to spin a fairytale to which millions of Americans eagerly embrace?
My suspicion is that Putin won’t play ball with the New World Order, an organization that answers only to its global ambitions and one that has recruited Presidents Bill Clinton, George W. Bush, Barack Obama and potential future President Hillary Clinton.
Putin may be more accountable to his people than our leaders are to us. Millions of ordinary Russians understand that Washington has militarily cornered Russia since 2001 by drawing in NATO anti-ballistic missiles right to the very border of Russia in once-Soviet-dominated nations such as Romania, Slovakia, Slovenia, Lithuania, Latvia, Estonia, Croatia and Albania.
To put ourselves in Russian shoes would be like Canada, Mexico and several Latin American nations taking full membership in the Warsaw Pact and installing offensive and defensive missile systems that could provide Russia with a nuclear first-strike capability against the United States.
This has been a reversal of a promise that President George H.W. Bush made to Soviet General Secretary Mikhail Gorbachev in 1991 and it begs the question: Why? Why for this past decade has the United States played an increasingly restless game of cornering the Russian bear? Why have George W. Bush, Obama and, mostly recently, Clinton tempted global nuclear war? And whose orders are they following? Just as importantly, why have so many Americans become willfully ignorant enough to not question Obama, Clinton and neocon propaganda?
One thing is certain: America is playing a dangerous game. There is a growing patriotism in Russia and a deep distrust of the United States that did not exist under Soviet rule. In vast tracts of Russia there is a renewed reverence for Josef Stalin, a man who killed more Russians than Hitler did. Stalin’s revival comes from ordinary Russian citizens who believe Washington has written away their role in the Great Patriotic War. Remarkably ordinary Russians fear and loath the government of the United States the way Americans feared and loathed the Soviet Politburo, which millions of us saw as men dressed like gangsters bent on world domination. Perhaps in the 21^st century, Russians and Americans need to fear the undertakings of major governments in both Washington and Moscow — especially when leaders in Moscow and Washington are willing to spin lies to force their vision of the future on all peoples of the world.
When I hear about freedom-loving Ukrainians, I wonder whatever happened to freedom-loving Americans — Americans who wouldn’t accept a government that lied to them, spied on them and assassinated them.

As a part of his infinitely naive and dangerous Global Nuclear Zero, which would supposedly eliminate the nuclear weapons that have preserved “the long peace” after World War II, Obama signed a new START treaty. The disadvantageous treaty dramatically cuts U.S. nuclear arms forces, while simultaneously greenlighting a Russian initiative to maintain and modernize its own nuclear stockpiles. Putin is now threatening to withdraw from START inspections over the Crimean conflict; but the U.S. should quit START anyway in light of Russian aggression. But Obama won’t.
5. Deporting Anna Chapman spy ring without questioning in exchange for peanuts

It’s absolutely gobsmacking that as a Senator and a U.S. President that Barack Obama can be so repeatedly and consistently gullible to obvious Russian aggression that was noticable at least as early as the August War of 2008, when Russia attacked Georgia.

Then again, maybe Obama isn’t naive at all; he’s just being ‘flexible.’

The Looting of Ukraine Has Begun

According to a report in Kommersant-Ukraine, the finance ministry of Washington’s stooges in Kiev who are pretending to be a government has prepared an economic austerity plan that will cut Ukrainian pensions from $160 to $80 so that Western bankers who lent money to Ukraine can be repaid at the expense of Ukraine’s poor. http://www.kommersant.ua/doc/2424454 It is Greece all over again.

Before anything approaching stability and legitimacy has been obtained for the puppet government put in power by the Washington orchestrated coup against the legitimate, elected Ukraine government, the Western looters are already at work. Naive protesters who believed the propaganda that EU membership offered a better life are due to lose half of their pension by April. But this is only the beginning.

This supporter of the Ukraine joining the EU has received her reward: a 50% cut in her pension.

The corrupt Western media describes loans as “aid.” However, the 11 billion euros that the EU is offering Kiev is not aid. It is a loan. Moreover, it comes with many strings, including Kiev’s acceptance of an IMF austerity plan.

Remember now, gullible Ukrainians participated in the protests that were used to overthrow their elected government, because they believed the lies told to them by Washington-financed NGOs that once they joined the EU they would have streets paved with gold. Instead they are getting cuts in their pensions and an IMF austerity plan.

The austerity plan will cut social services, funds for education, layoff government workers, devalue the currency, thus raising the prices of imports which include Russian gas, thus electricity, and open Ukrainian assets to takeover by Western corporations.

Ukraine’s agriculture lands will pass into the hands of American agribusiness.

One part of the Washington/EU plan for Ukraine, or that part of Ukraine that doesn’t defect to Russia, has succeeded. What remains of the country will be thoroughly looted by the West.

The other part hasn’t worked as well. Washington’s Ukrainian stooges lost control of the protests to organized and armed ultra-nationalists. These groups, whose roots go back to those who fought for Hitler during World War 2, engaged in words and deeds that sent southern and eastern Ukraine clamoring to be returned to Russia where they resided prior to the 1950s when the Soviet communist party stuck them into Ukraine.

At this time of writing it looks like Crimea has seceded from Ukraine. Washington and its NATO puppets can do nothing but bluster and threaten sanctions. The White House Fool has demonstrated the impotence of the “US sole superpower” by issuing sanctions against unknown persons, whoever they are, responsible for returning Crimea to Russia, where it existed for about 200 years before, according to Solzhenitsyn, a drunk Khrushchev of Ukrainian ethnicity moved southern and eastern Russian provinces into Ukraine. Having observed the events in western Ukraine, those Russian provinces want to go back home where they belong, just as South Ossetia wanted nothing to do with Georgia.

Washington’s stooges in Kiev can do nothing about Crimea except bluster. Under the Russian-Ukraine agreement, Russia is permitted 25,000 troops in Crimea. The US/EU media’s deploring of a “Russian invasion of 16,000 troops” is either total ignorance or complicity in Washington’s lies. Obviously, the US/EU media is corrupt. Only a fool would rely on their reports. Any media that would believe anything Washington says after George W. Bush and Dick Cheney sent Secretary of State Colin Powell to the UN to peddle the regime’s lies about “Iraqi weapons of mass destruction,” which the weapons inspectors had told the White House did not exist, is clearly a collection of bought-and-paid for whores.

In the former Russian provinces of eastern Ukraine, Putin’s low-key approach to the strategic threat that Washington has brought to Russia has given Washington a chance to hold on to a major industrial complex that serves the Russian economy and military. The people themselves in eastern Ukraine are in the streets demanding separation from the unelected government that Washington’s coup has imposed in Kiev. Washington, realizing that its incompetence has lost Crimea, had its Kiev stooges appoint Ukrainian oligarchs, against whom the Maiden protests were partly directed, to governing positions in eastern Ukraine cities. These oligarchs have their own private militias in addition to the police and any Ukrainian military units that are still functioning. The leaders of the protesting Russians are being arrested and disappeared. Washington and its EU puppets, who proclaim their support for self-determination, are only for self-determination when it can be orchestrated in their favor. Therefore, Washington is busy at work suppressing self-determination in eastern Ukraine.

This is a dilemma for Putin. His low-key approach has allowed Washington to seize the initiative in eastern Ukraine. The oligarchs Taruta and Kolomoyskiy have been put in power in Donetsk and Dnipropetrovsk, and are carrying out arrests of Russians and committing unspeakable crimes, but you will never hear of it from the US presstitutes. Washington’s strategy is to arrest and deep-six the leaders of the secessionists so that there no authorities to request Putin’s intervention.

If Putin has drones, he has the option of taking out Taruta and Kolomoyskiy. If Putin lets Washington retain the Russian provinces of eastern Ukraine, he will have demonstrated a weakness that Washington will exploit. Washington will exploit the weakness to the point that Washington forces Putin to war.

The war will be nuclear.

Obama And Putin Playing Out World War III Script Written By Banksters

With the present Ukrainian crisis, the Russians are looking like a foe that could pose a real military threat to the United States. The forces of war are lining up in Ukraine. However, there is not much that is spontaneous about this event. Both sides are playing out a prepared script written by the banksters.



The Russian Threat

Some people mistakenly believe that Putin is going to single handedly defeat the bankers and save America from the New World Order. Nothing could be further from the truth. Putin, Obama, Ukrainian government, Crimea and NATO are right on cue as each party plays out its script in preplanned scenario.

Ask yourself a question. Why would the Russians be posturing to fight the the US over, first Syria, and then Ukraine, while at the same time be building up their troops on US soil? Didn’t Secretary of Defense Hagel announce on March 5th that the US was breaking off military cooperation with the Russians over the events in Ukraine? Then why would Hagel, on behalf of Obama, announce that we were reducing our military to pre-1940 levels in the midst of a crisis which could turn into World War III? Are we looking at gross incompetency, or are we looking at abject treason by deliberately compromising the military strength of the US? The following paragraphs make it clear that we are looking at treason emanating from the Obama administration. And to those of you who admire the new “Christian” on the block, President Putin, you may get to know him very well in the near future.

The Order of Events That Will Follow

The answer to this question of what is coming is quite simple. World War III will be preceded by a series of false flag events which will be followed by the brutal implementation of martial law. The martial law will be enforced by foreign troops, the Russians and the Chinese. Below is a brief synopsis of the proof that I have previously offered, complete with references in previous articles.

Martial Law/Concentration Camp Document

The most telling set of events which indicate that Americans will soon be under martial law consist of the NDAA and Executive Order 13603 which does away with all due process and literally provides for the enslavement of American citizens. If this legislation is new to you, Google these documents and be prepared to be shocked. However, these aforementioned documents are not the most damning.

A short time ago, the awake people in this country were shocked with the revelation of new martial law documentation, FM 3-39.40 Internment and Resettlement Operations (PDF). which detailed that massive creation of FEMA camps which would soon house untold millions of American citizens

What lies below is more proof that it is will be foreign troops killing American citizens in these camps, not American soldiers who cannot be counted on to violate their oath to the Constitution.

Appendix N
Foreign Confinement Officer Training ProgramTraining U.S. TrainersN-43. Soldiers and Marines who are assigned training missions receive a course of preparation to deal with the specific requirements of developing the target HN confinement officers (i.e. foreign detention officers). The course should emphasize the cultural background of the HN, introduce its language (to include specific confinement-related terms and phrases) and provide insights into cultural tips for developing a good rapport with HN personnel.

The following paragraph makes is abundantly clear what role the Russians will play in the new detention camps. They are going to be in complete control of these camps.

Training Methods
N-48. Training programs are designed to prepare HN personnel to eventually train themselves. Indigenous trainers are the best trainers and should be used to the maximum extent possible.

The day that the detainees hear the engines start up and the American military vacates the concentration camps, that will be the day that all American detainees better “get right with God”.

Can it be anymore clear, or is this administration simply kidding around?

Fort Carson, Colorado

Let’s not forget that Russian troops stationed at Fort Carson, Colorado, practiced retaking the Denver International Airport from domestic terrorists in a widely publicized activity. Who would these domestic terrorists be? They would be none other than members of the American military who are not going along with the plan. This also explains why Obama has felt compelled to fire 260+ senior military command officers because he cannot get the bulk of our military leadership to turn on the American people.

Obama Compromises America’s Defenses

The F-22 coastal surveillance flights over the Alaska/Russian border, were suspended by this administration because of “oxygen uptake” problems for the pilots which was causing them to blackout. That may, or may not be true, however, what is true is that nothing replaced these surveillance flights. The F-16′s could have easily performed the same task. This increased the opening of the backdoor to Alaska for a Russian military incursion should the present crisis in Ukraine turn violent.

People such as Amanda Mitchell repeatedly sent me accounts of Russian soldiers in Ketchikan, AK. I also received over two dozen emails from Juneau and some reports from the northern regions of the state in which Russians were training with their heavy equipment.

I have received repeated email communications from a former law enforcement official who does business on a local base in which he delivers product, near Victorville, CA., in which he has repeatedly witnessed Russians training with their own tanks on American base.

As I indicated in earlier paragraphs, there are Russians on the base at Fort Carson, Colorado and they have been repeatedly photographed.

I have also detailed how Obama gave Putin seven oil rich Islands that formerly belonged to Alaska. Some of these same Islands are ideal locations from which to launch an invasion of Alaska. I believe that thisis precisely what will happen if NATO military opposes Putin in Ukraine.

Don’t forget about the good work of Sherrie Wilcox who has both uncovered hundreds of thousands of FEMA coffins outside of Atlanta as well as photographed Russian soldiers training inside of DHS vehicles in Western Kentucky.

There have also been many of the good people in Gatlinburg, TN., such as Dr. Susan Helman who have detailed the presence of Russian soldiers in their town. The presence and purpose of using the nearby Smokey Mountains as a staging area for Russian commandos has been confirmed by ex-Green Beret and military intelligence officer, John Moore. According to Moore, it is likely that these Russian commandos are being trained to take down a city’s infrastructure which could be accomplished with just two six man teams. And we now know that there are literally dozens of Gatlinburg’s across America.

The Voice of Russia

As I got too close to the truth, the Russian media even tried to bring me into their sphere of control on the radio show, the state-sponsored Voice of Russia and tried to discredit me.

Shakespeare once warned us to not believe people who are protesting too loudly. Last fall, after I began receiving some notoriety for reporting on martial law legislation involving the United States (i.e. NDAA, Executive Order 13603, etc.), I was contacted by Russian propagandists at the Voice of Russia in which they wanted to interview me on the topic. Not coincidentally, I was publicly stating that the Russians were going to be at the vanguard of a martial law contingency which would brutally subjugate the American people against any and all that would resist the takedown of this country and the installation of the New World Order.

The Russians interviewed me on these issues and they proceeded to misrepresent and minimize my professional credentials. And despite the fact that during the interview, I documented all claims with fact-based references, the show synopsis referred to me as an “extremist:” and again misrepresented my professional credentials. By the way, the order to interview me, must have come down from Russian High Command. They contacted me at 10pm, local time, to interview with them at 5 AM the next morning .

The interview was intent on discrediting any intention on the part of this administration to implement martial law. And the Russians were intent on discrediting this notion because they are going to be leading the implementation of martial law. Shakespeare was right about protesting too loudly.

Don’t forget about the microphone incident in which Obama told Medvedev to tell Putin that he will “have much more flexibility after he is re-elected”.

Of course, there is the FEMA Bilateral agreement with the Russian military and FEMA to bring 15,000 Russian soldiers to the US to participate in disaster training. I would indeed call a FEMA camp “disaster training”.

Don’t forget, that we have invited the Russians to participate in the upcoming RIMPAC war games which were designed to prepare to fight against Russian military strategies. And the Russians were allowed to observe our GridEX II drills in which showed them how to take down the power grid. This is unmitigated treason.

Conclusion

We would have to be dumber than a box of rocks to believe that Putin is championing an effort to overthrow the banksters. On one hand, he is preparing to fight banker hijacked government of the United States over Ukraine and on the other hand, his troops are training to enforce martial law in the United States. It does not make sense unless one considers the following chain of planned events:

1. False Flag attack designed to place the American people in vulnerable position.

2. The implementation of martial law designed to eliminate all opposition to the installation of a NWO government with complete autocratic rule. Any opposition to the coming World War III will be eliminated.

3. World War III will commence according to script and will devastate this planet so that the bankers can create a new order out of chaos.

Putin and Obama are playing out a script prepared by the banksters.

Russian Troops Mass at Border in Ukraine

MOSCOW — With a referendum on secession looming in Crimea, Russia massed troops and armored vehicles in at least three regions along Ukraine’s eastern border on Thursday, alarming the interim Ukraine government about a possible invasion and significantly escalating tensions in the crisis between the Kremlin and the West.
The announcement of the troop buildup by Russia’s Defense Ministry was met with an unusually sharp rebuke from Chancellor Angela Merkel of Germany, who warned that the Russian government must abandon what she called the politics of the 19th and 20th centuries or face diplomatic and economic retaliation from a united Europe.
“Ladies and gentlemen, if Russia continues on its course of the past weeks, it will not only be a catastrophe for Ukraine,” she said in a speech to the German Parliament. “We, also as neighbors of Russia, would not only see it as a threat. And it would not only change the European Union’s relationship with Russia. No, this would also cause massive damage to Russia, economically and politically.”

Russian Troops Hold Drills Near Ukraine

Russian troops held military exercises in several regions near the Ukrainian border early on Thursday amid heightened tension between Kiev and Moscow.
Ms. Merkel’s words reflected the rapid evolution of the Ukraine crisis from a regional conflict to a full-blown East-West confrontation that threatens a deep rupture in relations between Moscow and an increasingly unified European Union and the United States. That a leader of Germany, which has traditionally sought to bridge the East-West divide, should speak so forcefully was a further indication of the seriousness and depth of the potential breach.
In a congressional appearance on Thursday, Secretary of State John Kerry asserted that Russia had not yet made the military preparations to undertake a full-scale invasion of all of Ukraine, though he stressed “that could change very quickly and we recognize that.”
Mr. Kerry said his hope was “not to create hysteria or excessive concern about that at this point of time.”
“Our hope is to be able to avoid that,” he added. “But there’s no telling that we can.”
Mr. Kerry will meet his counterpart from Russia, Foreign Minister Sergey V. Lavrov, on Friday in London, seeking a way to de-escalate the crisis.
As Russia turned up the heat, the United States was trying to tamp it down. An American official said that the Obama administration had deferred a request from Ukraine’s interim government for military assistance like arms and ammunition, although the administration was “still considering” it. The Ukrainian request and administration response were first reported by The Wall Street Journal.
Asked about the Russian’s military move, a senior State Department official said “We’re very concerned.”
“It certainly has created an environment of intimidation,” said the official, who cannot be identified under the agency’s protocol for briefing reporters. “It certainly is destabilizing.” Mr. Kerry plans to ask for an explanation of the military moves when he meets with Mr. Lavrov, the official said. Mr. Kerry said in testimony on Thursday that further sanctions would be announced Monday if the referendum goes forward on Sunday. “There will be costs if the referendum goes forward,” said the official. If Russia escalates the crisis further those costs will be increased, the official added.

Until Thursday, the Russian military actions had been largely confined to asserting control over the Crimean peninsula, the largely Russian-populated area in southern Ukraine that took steps a week ago to secede and join Russia following the ouster of the pro-Kremlin government in Ukraine last month. A Crimean referendum, which Ukraine, the United States and the European Union have called illegal, is set to ratify that decision on Sunday.
But the buildup on Ukraine’s eastern border with Russia signaled possible further moves by the Kremlin to reassert authority by force over territory, also heavily populated by Russians, forfeited in the Soviet Union breakup two decades ago.
Underscoring the potential gravity of the troop movements, Russia’s senior commander, Valery V. Gerasimov, spoke by telephone with his NATO counterpart, Gen. Knud Bartles of Denmark, the news agency Interfax reported, citing a defense source. The details of the conversation were not disclosed.

In a further sign of a military buildup, Russian news agencies said the Defense Ministry had ordered six Sukhoi-27 fighter jets and three transport planes to Belarus, a Russian ally, to fend off what the Belarus president, Aleksandr Lukashenko, called a potential NATO threat. The Belarus deployment came after NATO sent 12 F-16 fighters to Poland last week.
Oleksandr V. Turchynov, Ukraine’s acting president, said in a statement on his official website that he believed Russian forces massed near the border were “ready to intervene in Ukraine at anytime,” and that he hoped diplomatic efforts by Ukraine and sympathetic nations would “stop the aggression.”
In Moscow, the military acknowledged significant operations involving armored and airborne troops in the Belgorod, Kursk and Rostov regions abutting eastern Ukraine, where many ethnic Russians have protested the new interim government in Ukraine’s capital, Kiev, and appealed to Moscow for protection.
A day after a deputy minister denied any military buildup on the border, the Defense Ministry released a series of statements beginning early on Thursday that appeared to contradict that. They outlined what was described as intensive training of units involving artillery batteries, assault helicopters and at least 10,000 soldiers.

The operations confirmed, at least in part, assertions by Ukrainian leaders on Wednesday that Russia was massing forces. Amateur photographs appeared to show columns of armored vehicles and trucks in a border village called Lopan, only 30 miles from the Ukrainian city of Kharkiv. One statement announced that another 1,500 paratroopers from Ivanovo, east of Moscow, had parachuted onto a military base in Rostov, not far from the Ukrainian cities Donetsk and Luhansk.
Donetsk in particular has been a flash point of tensions over the past few weeks, with competing demonstrations by pro-Russia and pro-Ukraine supporters erupting in violence. On Thursday night, the first death was reported, as several dozen supporters of the interim government in Kiev were attacked by opponents during a rally on a central Donetsk square.
The ouster of the government of Viktor F. Yanukovych in February and Russia’s subsequent intervention in Crimea has deeply divided Russia and the West, and in Berlin, Ms. Merkel underscored the potential risks, declaring that “the territorial integrity of Ukraine cannot be called into question.”
As Russia’s largest trading partner in Europe, Germany is certain to have significant influence on the debate over how to respond to Russia’s actions in Ukraine. Some politicians and observers in other European countries and in the United States have suggested that Germany’s close trading and other ties with Russia had made it hesitant to adopt sanctions against Russia.
Ms. Merkel’s speech, however, suggested that President Vladimir V. Putin might have miscalculated the anger that the occupation and annexation of Crimea would cause — or that he might be impervious to it.
Mr. Putin, who has remained in Sochi to attend the Paralympics there, has so far showed no sign of bending to international criticism. In a meeting on Wednesday with the directors of national Paralympic teams, he implicitly reiterated the Kremlin’s argument that the ouster of Mr. Yanukovych was an armed coup instigated by outside forces. “I would like to assure you that Russia was not the initiator of the circumstances we are now facing,” Mr. Putin said.

Ms. Merkel was clear that Germany would go along with the other 27 states of the European Union, and the United States, if Russia did not open meaningful diplomatic talks and the West moved to freeze Russian accounts and impose travel bans or restrictions on leading Russian figures.
“To make it unmistakably clear,” she said, “nobody wants it to come to that.”
