This program was written into law in 11 years ago and is yet to be completed (required 2005). I'd say this is an excellent example of how serious Bush is about border security.

You know there's a serious problem when a law has to be voted into law again for it to stick.

Huge majority of those voting against it are Democrat. Geez, can you imagine what we're up against next year if a Democrat takes the White House.
