NCLR HAILS APPOINTMENT OF CECILIA MUÑOZ TO WHITE HOUSE STAFF

Washington, DC—The National Council of La Raza (NCLR) hailed today’s announcement by President-Elect Barack Obama that Cecilia Muñoz will become the Director of Intergovernmental Affairs in his administration. Muñoz currently serves as Senior Vice President for NCLR’s Office of Research, Advocacy, and Legislation.

“I am deeply honored and very heartened that one of the Obama Administration’s first Latino appointments is someone who has so ably served this organization and the Latino community with dedication and distinction for more than 20 years,” stated Janet Murguía, NCLR President and CEO.

“Cecilia leaves a legacy of advocacy and accomplishment virtually unmatched in the Latino community, and we will miss her greatly,” continued Murguía. “But I can say with absolute certainty that no one will work harder for her country and for the ideals and priorities of the Obama Administration. We congratulate her and salute President-Elect Obama for this inspired appointment.”

“We hope to see more Latino appointments in the upcoming weeks,” concluded Murguía.

Obama names two new White House staffers

Alexander Cohen - Posted on 26 November 2008

Obama has appointed Jonathan Favreau to be director of speechwriting, and Cecilia Muñoz, a federally registered lobbyist, to be director of Intergovernmental Affairs. The press release is after the jump.

President-Elect Barack Obama Names Two New White House Staff Members

WASHINGTON – President-elect Barack Obama today announced two new members of the White House staff. Jonathan Favreau will serve as Director of Speechwriting, and Cecilia Muñoz will serve as Director of Intergovernmental Affairs.

“We’re continuing to build a White House team that can rise to the challenges facing this country – and I couldn’t be more excited to announce Jon and Cecilia. I’m confident that at a critical time in our history, this White House will restore openness and accountability to our Executive Branch and help to put government back in the hands of the people it serves.”

Jonathan Favreau, Director of Speechwriting

Jon Favreau served as Director of Speechwriting during the 2008 presidential campaign. He has worked for President-elect Obama since February 2005, when he joined Obama’s United States Senate office as Speechwriter. Previously, Favreau served as Deputy Director of Speechwriting on John Kerry’s 2004 presidential campaign. A resident of North Reading, Massachusetts, Favreau received a Bachelor of Arts in political science from the College of the Holy Cross in 2003.

Cecilia Muñoz, Director of Intergovernmental Affairs

Cecilia Muñoz currently serves as Senior Vice President for the Office of Research, Advocacy, and Legislation at the National Council of La Raza (NCLR), where she supervises all legislative and advocacy activities conducted by NCLR policy staff. Obama Appoints White House Speechwriting and Intergovernmental Affairs Heads

November 26, 2008
By Michael A. Fletcher
President-elect Barack Obama continued rounding out his White House staff today, naming Jonathan Favreau director of speechwriting and Cecilia Munoz director of intergovernmental affairs.

Favreau has worked for Obama since 2005, when he joined the president-elect's Senate office as a speechwriter. He later served as director of speechwriting during the presidential campaign, building on his role as deputy director of speechwritng for the 2004 campaign of Sen. John Kerry (D-Mass.). At the White House, Favreau will oversee a team of writers who carefully craft words for the president's many public appearances.

Munoz, meanwhile, will oversee the White House office responsible for relations between the administration and state and local governments. The 2000 MacArthur Foundation "genius grant" winner is a senior vice president at the National Council of La Raza, a leading Hispanic civil rights group. There, she has spearheaded many of the organization's immigration initiatives. Currently, she is in charge of the group's entire advocacy and legislative agenda.

"We're continuing to build a White House team that can rise to the challenges facing this country -- and I couldn't be more excited to announce Jon and Cecilia," Obama said. "I'm confident that at a critical time in our history, this White House will restore openness and accountability to our executive branch and help to put government back in the hands of the people it serves."

They all will say whatever they can to get the vote. Once in office, they do whatever they want.

It's a division of the Dept of Interior SoSad:

www.doi.gov/iga/ - 19k -

The Office of External and Intergovernmental Affairs develops and enhances relationships with national and local organizations, public and private groups, and state organizations to promote Department of Interior policies that benefit our nation’s communities, natural and cultural resources on behalf of the Secretary of the Interior.

Equally as important, the Office is responsible for developing constructive, working relationships with state and locally elected officials and their associations such as the National Governors Association, the National Association of Regional Councils, the National Association of Counties and the National Conference of State Legislatures.

This site highlights many of these partnerships and the many programs and initiatives being coordinated from the Office of the Secretary

Detroit native Muñoz tapped for White House post
11/26/2008, 9:54 p.m. EST
The Associated Press

DETROIT (AP) — President-elect Barack Obama has named Cecilia Muñoz, a Detroit native and University of Michigan graduate, as White House director of intergovernmental affairs.

Muñoz currently supervises legislative and advocacy work as a senior vice president at the National Council of La Raza, an advocacy group for Hispanic Americans.

The Detroit News says Muñoz was born in Detroit in 1962 to immigrant parents from La Paz, Bolivia. The family moved to Michigan so her father, an automotive engineer, could attend the University of Michigan.

While studying at Michigan, she tutored Hispanic American inmates at the state prison in Jackson.

Well we will just have to be more diligent than ever, and I believe most of the anti-illegal activist groups are already starting to speak out.

Waking up the 10 million unemployed is a must! with them behind us we can not lose.

I'm truly digusted about this. One thing I will say that the idea of a "latino community" does not exist. People like Cecila Munoz will never admit that there many proud conservative American Hispanics that don't use their race as merit like she does. Racists like Cecilia Munoz and Janet Muriega don't represent American Hispanics like me. I think it a huge double standard that members of NCLR can hold high positions in govenrment but if a person who is a KKK member was to have some high position the media would hound the person constantly. Cecilla Munoz should be hounded the same way David Dukes was years ago when he ran for governor of Louisiana.

10 million Americans out of work and unemployed while there are 10 million illegal aliens working in our country. This is the 900 pound gorilla in the living room that is completely being ignored by politicians and the lamestream media. What's wrong with this picture?

The more the American sheeple sleep, the more they lose. Still they go to the voting booth and nominate people like Juan McAmnesty and re-elect those such as Lindsissy Grahamnesty and Murtha. Murtha insulted his constituency in every way that he could short of talking smack about their mama and they still put him back into office. Is it any wonder then that politicians are emboldened to ignore their stupid constituents? If you're gonna be stupid, you gotta be tough!

Pro-Amnesty Activist Joins Obama White House Staff

Wednesday, December 03, 2008

By Penny Starr, Senior Staff Writer

(CNSNews.com) – An 18-year veteran of the National Council of La Raza (NCLR), who advocated for federal legislation to give the estimated 12 million illegal immigrants in the United States a path to citizenship, has been tapped for President-elect Barack Obama’s White House staff.

Cecilia Muñoz, who currently serves as senior vice president for the office of research, advocacy and legislation at the NCLR, will serve as director for intergovernmental affairs in the Obama administration.

“We’re continuing to build a White House team that can rise to the challenges facing this country,” Obama said when he announced the appointment of Muñoz and Jonathan Favreau as director of speechwriting last week.

“And I couldn’t be more excited to announce Jon and Cecilia. I’m confident that at a critical time in our history, this White House will restore openness and accountability to our Executive Branch and help to put government back in the hands of the people it serves,” Obama added.

In her new post, Muñoz will be responsible for managing relations between the Obama administration and state and local governments. She is a first-generation American whose parents came to the United States from Bolivia.

Muñoz, 46, said in an essay aired on National Public Radio on Sept. 26, 2005, that the anger sparked by what she considered a racist remark about Latinos made by a friend when she was 17 shaped her successful career as an immigration activist.

“My outrage that day became a propellant of my life, driving me straight to the civil rights movement, where I’ve worked ever since,” Muñoz said. “I guess outrage got me pretty far. I found jobs in the immigrant rights movement. I moved to Washington to work as an advocate. I found plenty to be angry about along the way and built something of a reputation for being strident.

“I’m deeply familiar with that hollow place that outrage carves in your soul,” Muñoz said in the National Public Radio essay. “I’ve fed off it to sustain my work for many years.”

Bob Dane, spokesman for the Federation for American Immigration Reform (FAIR), told CNSNews.com that the director of intergovernmental affairs will play a critical role in the next administration, but it is a role that may be difficult for Muñoz to fulfill, given her background.

“Her affiliation with La Raza taints her ability to represent the broader national interest,” Dane said. “La Raza exists as a way to systematically dismantle enforcement and any semblance of discipline in the immigration system. Are we to believe that she is going to distance herself in her new role to represent the broader national interest?”

But Ali Noorani, executive director of the National Immigration Forum, told CNSNews.com that he thinks Muñoz’ activism gives her the skills needed to work with a broad range of interest groups.

“I think it’s incredibly reassuring that Obama has chosen (her) for this important role,” Noorani said. “I think she will push for a progressive consensus that will serve the president and the White House well.”

Muñoz, who holds a bachelor’s degree in English and Latin American Studies from the University of Michigan and a master’s degree in Latin American Studies from the University of California, Berkeley, was an advocate for President George W. Bush’s comprehensive immigration reform proposed in 2007.

At a speech at the University of Michigan’s Gerald R. Ford School of Public Policy in March 2007, Muñoz spoke about how the public, including the media, did not understand the NCLR’s goal of economic equity and social justice for immigrants.

“My organization in particular gets challenged, especially in the media,” Muñoz said. “I’m not just taking about talk radio or Fox, but even CNN. We get portrayed as a radical, U.S.-hating, brown beret-wearing separatist organization hell-bent on retrieving the Southwest United States for Mexico, which is really silly.”

She said previous attempts at immigration reform in the United States failed because legislation took a “hostile’ approach to solving what Muñoz said is “one of the most important domestic policies of our time.”

She cited legislation passed in Hazelton, Pa., for example, which made renting property to illegal aliens against the law, and road blocks on Georgia highways “because local police had gotten into the business of immigration enforcement.”

“They thought, ‘If we round people up, if we make the climate hostile, undocumented immigrants will go away,” Muñoz said. “So if you happen to look Mexican and you’re driving down the highway in Georgia, you’re very likely to be picked up by these road blocks.”

She said people were detained for days and even weeks because they couldn’t prove they were U.S. citizens.

Muñoz said she supported comprehensive immigration reform that required people who are in the United States illegally to come forward, prove they have no criminal record and are paying taxes, pay a fine, start to learn English, and then be put on a path to citizenship that would take about 10 years to complete.

“We’re not rewarding illegality,” Muñoz said. “We are asking (illegal immigrants) to earn something and we’re asking them to pay a fine. And then we need to move on.”
