FEMA Spends $5M to Find Lost $28 Billion

A top official for the Federal Emergency Management Agency admitted to a congressional panel Tuesday that his agency has no way of assessing the effectiveness of homeland security improvements made from the $29 billion spent since 2002.
FEMA deputy administrator Timothy Manning told the House Homeland Security Emergency Communications subcommittee panel his organization spent $5 million during the last 18 months reviewing how it spent the original $29 billion provided by the federal government, the Washington Examiner reports.
Manning insisted the money spent to improve homeland security has made the nation better prepared for a terrorist attack, but wasn’t able to say exactly how.
“Existing data tells us very little about our return on investment," Manning testified before frustrated committee members, including subcommittee chairman Rep. Henry Cuellar, D-Texas.

Has FEMA ever done anything correctly. In 1996, when old Bonita Springs FL was flooded 2-to-3 feet deep on some roads, cows were standing in water up to their chests, but FEMA's plan to bring in trailers for displaced residents never materialized because of permitting problems. Even though the waters were receding, they can't put a trailer in a flood plain.
Two thousand plus trailers sat in Arkansas, sinking into the mud, while Hurricane Katrina victims were homeless without food and water. Even the trailers they did manage to deliver were toxic enough to make people sick. And I remember reading that the FEMA largesse included $2,000 debit cards, which in some cases, were used to buy porn flicks instead of food.

After hurricane Katrina, FEMA was handing out checks to anybody that claimed they were homeless victims because of the damage. And no one had to show an id. Even illegal aliens jumped in on the handouts.
