The bill requiring voters to show a photo ID in order to vote and outlaws straight party voting is on its way to Gov. Scott Walker.

The Senate passed the bill today on a party-line 19-5 vote. The Republican majority limited debate today to one hour over the objection of Dems. The body debated amendments to the bill for more than nine hours on Wednesday.

The Republicans stuck to their plan and ended debate on the voter ID bill precisely at 11 a.m., cutting off Dem Sen. Fred Risser’s floor comments.

Dems didn’t answer the the Chief Clerk’s call for their vote, and the vote ended up 19-5, with Dem Sens. Tim Carpenter, Jon Erpenbach, Dave Hansen, Jim Holperin and Bob Wirch recording their vote against the measure.

Erpenbach tried to halt the vote by calling for adjournment, but Senate President Mike Ellis said a roll call can’t be interrupted.

When the vote was finished, only five Dem votes were on the record and protesters in the gallery shouted “shame, shame, shameâ€

Voter ID bill goes to Walker

The fight over voter ID in the state Legislature is over.

The Senate passed the bill 19-5 Thursday. The Assembly passed it last week.

Gov. Scott Walker said he will sign the bill next Wednesday.

Under the bill, Wisconsin voters would have to present photo identification at the polls.

Republicans pushing the measure say it will reduce voter fraud.

Democrats say widespread fraud doesn't exist and Republicans are really out to disenfranchise pro-Democrat constituencies.

They also maintain the bill is too costly.

Debate over the bill dragged on for nine hours in the Senate on Tuesday.

Democrats ultimately used a procedural maneuver to delay the final vote.

Republicans who control the chamber limited debate to an hour on Thursday.

"Protecting the integrity of our elections is central to ensuring our government has the full faith and confidence of the citizens it represents," Walker said in a statement.

"Requiring photo identification to vote will go a very long way to eliminate the threat of voter fraud. If you need an ID to buy cold medicine, it's reasonable also to require it to vote."
