Probe widens into associates of corrupt DHS officer

More people have been charged with conspiring to get fake immigration documents for themselves and others from a corrupt Department of Homeland Security supervisor.

Federal prosecutors say Sherry He, of Fairfax, worked as a broker for Robert Schofield, a DHS supervisor in the Citizenship and Immigration Services division who is serving a 15-year prison sentence for accepting bribes to falsify immigration documents that let illegal aliens become U.S. citizens.

An indictment filed in federal court in Alexandria says she helped about 30 immigrants, including her parents and sister, get illegal immigration benefits from 1995 to 2006. Court papers say brokers like He introduced Schofield to immigrants who were willing to pay for immigration documents they knew were fraudulently made.

Also charged are two people she allegedly helped get citizenship papers: Guansheng Wang and Xiaowen Qian, a Falls Church husband and wife.

The couple is accused of paying $16,000 to He -- some of which she then paid to Schofield -- for unlawful naturalization certificates they received from the DHS officer in 2002, according to the indictment.

Lawyers for He, Wang and Qian didn't respond to requests for comment.

The three aren't the first people charged with conspiring with Schofield, who was charged in 2006 and pleaded guilty later that year.

A Herndon couple Kuang Hao Chou and Ling Yu Hsieh were indicted in March for getting fake immigration credentials from Schofield and helping other immigrants get similar documents. Chou and Hsieh then used their fraudulent documents to get jobs and security clearances as State Department contract employees, according to court records.

The couple pleaded guilty in April.

Wang, the owner of a Vienna-based systems and information services business that does training and consulting, is also accused of using his fake citizenship credentials to obtain a government security clearance. He used that clearance to do contractor work with the Department of Defense and other government agencies, the indictment says.

He, Wang and Qian are all charged with conspiracy to commit immigration fraud, bribery, procurement of unlawful citizenship and passport fraud.

Wang is also charged with making a false statement and extortion by blackmail. The indictment says Wang blackmailed a former employee into signing a $20,000 promissory note in exchange for Wang not informing immigration authorities that the man no longer worked for him, which would have made the man subject to deportation because he was no longer in the country lawfully.
