    It began with the call of a bugle and ended with the trill of bagpipes.

    Federal authorities on Thursday held a one-hour military-style ceremony in Yuma intended to symbolize a unified effort among federal law enforcement agencies to shore up homeland security.

    Yuma Sector Border Chief Ron Colburn, standing at attention, his hands firmly holding the U.S. Border Patrol guidon, said to his superior: "Sir, I assume command."

    Speaking to an audience of more than 200 at the Yuma Civic Center, U.S. Border Patrol Chief David Aguilar said: "This change of command ceremony is as much for the citizens of this community as it is for the Border Patrol."

    Although Colburn was appointed Yuma Sector chief in early April, replacing Michael Nicley who is now chief of the Tucson Sector, the ceremony was the first-ever of its kind the Border Patrol has held here.

    At the ceremony, both Aguilar and Colburn emphasized the importance of border security in the post-9/11 age, paid homage to Border Patrol agents, and reaffirmed federal efforts to step up security.

    During a speech after taking the oath of office, Colburn reiterated plans to double border security here with additional agents, more aircraft to include unmanned surveillance aircraft, a ground radar system and a forthcoming secondary fence near the San Luis port-of-entry.

    Those efforts, Colburn said, "signifies the metaphoric sound of hoof beats and trumpets in the distance ... reinforcements are on the way."

    Arizona in recent years has experienced an unprecedented influx of illegal alien crossings coupled with an increase in border-related violent crimes and more armed confrontations between Border Patrol agents and Mexican criminal gangs.

    Between October 2004 and Wednesday, Yuma Sector Border Patrol agents have arrested 92,730 illegal aliens, Yuma Sector spokesman Joe Brigman said.

    Among those apprehended each day, Brigman said approximately 20 per day are identified as criminal aliens, meaning they have prior immigration violations or have a history of committing crimes while in the United States.At the Thursday event, Colburn said: "We also want to work with the Mexico government to make it more difficult for organized criminals to move freely."

    Giving recognition to Mexico Consulate Hugo Oliva, who was also present, Colburn said: "I look forward to working with you jointly to solve bi-national problems."

    The Border Patrol has held similar military-style change-of-command ceremonies recently in San Diego, El Centro, and Tucson where the first such ceremony for the Border Patrol was held in January.

    The event also included presentation of the Department of Homeland Security's new badge.

    "The new badge is the visible, unified symbol" of the Customs and Border Protection work and is designed "to present one face at the border," said Border Patrol agent Maurice T. Gill, who provided an overview of the ceremony to those attending.
