EAST COVENTRY -- Federal authorities have determined four men (3 illegal aliens) found videotaping footage near the Limerick nuclear plant were not involved in terrorist activities.
Jerri Williams, a spokeswoman for the Federal Bureau of Investigation in Philadelphia, said it appears the four men from Guatemala were making a "tourist video," highlighting portions of the area that happened to include footage of the Limerick Generating Station.
Williams said authorities determined that three of the men are illegal aliens. They are currently being held by the U.S. Immigration and Customs Office in Philadelphia, she said.
The fourth man is not an illegal alien and was released following the investigation, she said.
No criminal charges will be filed against the four men, whose names are not being released, Williams said.
East Coventry police said in a press release that at 3 p.m. Monday, a delivery driver reported seeing four men sitting in a vehicle in the driveway of Koons Steel. The witness saw one of the passengers videotaping out the vehicle's front window, in the direction of the generating station, police said.
The delivery driver then saw the men drive to Towpath Park, near Route 724 and Peterman Road, police said. When officers arrived, they found one of the men videotaping near the boat launch ramp, again in the direction of the generating station towers, police said.
The men were detained pending the investigation by Chester County detectives, Pennsylvania State Police from Skippack and the FBI.
