    Please give a brief description of your district: Durham County, Orange County, a big slice of western Wake County, and part of northern Chatham County.


    Percentage of Democrat, Republican, and Unaffiliated Voters: The Fourth District has approximately 47% Democrats, approximately 31% Republicans, and approximately 22% unaffiliated (Source: Calculations based on raw figures from State Board of Elections, http://www.app.sboe.state.nc.us/index_data.html).


    Issue Information
    (Please describe your feelings on the following with a number 1-10 or with the response “Undecided� (1=�Strongly Disagree�, 2-4=Disagree, 5=Neutral, 6-9 Agree, 10=Strongly Agree)

    Reducing illegal immigration should be a top priority for America? (1-10) 8.5 (it should be a much higher priority than it is now. There are higher priorities, as I explain in my four-point platform above.)

    Reducing illegal immigration is important to the voters of my district? (1-10) 8 (I think the voters in the district are geting really cheesed off about illegal immigration, except maybe some academic and ultra-“progressive� types)

    Illegal Immigrants should be deported when detected in the interior of the US? (1-10) 8.5 (yes, so long as the U. S. Constitution is followed)

    Illegal Immigration is a threat to our national security? (1-10) 7 (yes, criminals and terrorists benefit from lax enforcement of the immigration laws)

    Illegal Immigration is unfair to those that obey the law and legally immigrate? (1-10) 8.5 (yes, it’s highly unfair. It makes legal immigrants feel like saps)

    Illegal Immigrants should be allowed to receive driver licenses? (1-10) 2 (I would have said “1,� but promoting traffic safety is a state issue and I’m running for federal office. The states have the power to pass bad laws, including laws granting driver’s licenses to illegals)

    Illegal Immigrants should be allowed to attend state sponsored universities at in state tuition rates? (1-10) 2 (I would have said “1,� but education is a state issue and I’m running for federal office. The states have the power to pass bad laws, including laws granting in-state tuition to illegals)

    Illegal Immigrants currently in the US Should be granted amnesty or enrolled in a “Guest worker program�? (1-10) 4 (I might be willing to grant amnesty to illegals who (a) return to their home countries, (b) pass a background check, and (c) post bond for good behavior (avoid crime and don’t become a public charge). In that case, they should become regular immigrants, not “guest workers.�)

    Federal and state tax dollars should be spent to provide translators and bilingual information in government agencies? (1-10) 3 (diplomatic officials should speak foreign languages when dealing with foreigners. Also, while I oppose bilingualism on a state level, the states have the power to pass bad laws, and as a Congressman it wouldn’t be my business to correct such bad laws.)

    Penalties provided under current laws should not be enforced on illegal immigrants? (1-10) 2 (I understand penalties to mean deportation and, for recidivists, imprisonment. I also understand that before being sentenced to prison terms, illegals have the right to a jury trial. If I’m mistaken in my interpretation of current law, I apologize.)

    State and local law enforcement officers should be allowed to assist in immigration law enforcement? (1-10) 8 (States have the right to make bad laws, therefore they have the right to refuse cooperation with immigration law-enforcement, but I hope the states and localities choose to cooperate fully. The federal government shouldn’t impose obstacles on states and localities that want to cooperate in apprehending illegals.)

    Illegal aliens that return to their home countries should be allowed to receive social security benefits? (1-10) 1 (I want to abolish Social Security as part of my policy of repealing unconstitutional laws)

    Has your campaign addressed the topic of illegal immigration in speeches, commercials, ads, or campaign materials? What are those messages? (Please provide sources or examples) No, but I have a policy of filling out all candidate questionnaires and (in the case of questionnaires like this one which are sent by email) putting my answers on my blog.


    What do you feel your opponent’s stance on illegal immigration or immigration reform is or would be? My two opponents are David Price, the Democratic incumbent, and Todd Batchelor, the Republican. If you look at the “Issues� section of Batchelor’s Web site (as of today, 10/3/04), you will find nothing about illegal immigration (http://www.batchelorforcongress.com/issues.asp). I don’t know specifically what David Price has done about illegal immigration; you’d have to ask him.

    Have you been endorsed by or received contributions from any other immigration reform or illegal immigration reduction groups at this time? No.


    Would you openly accept an endorsement and or contribution from ALIPAC? Sure! Also, as I said, I’ll put my replies to this questionnaire on my blog.
