(with three small cities with 8K to 20K population
each), and a small town in the 7th county.

the highest turnout, others have a much lower turnout.
Dems are close to a majority of the voters. Strong
Dems win the district 3-1 against weak Republicans.
The Republican Gov won the district 3-2 against a
reasonably popular Dem opponent.
