Bi-partisan bill to regulate H-1B Visas
CAPS just sent out an alert re supporting a bill which would regulate H-1B visas, to favor Americans:
"Bipartisan legislation from Senators Dick Durbin (D-IL) and Chuck Grassley (R-IA) would require companies to prove that the hiring of an H-1B foreign worker does not displace an American worker. The bill would also include L-1 visas for foreigners transferring from their home offices to U.S. facilities.
"This new bill is expected to be similar to Durbin and Grassley's 2007 proposal, the H-1B and L-1 Visa Fraud and Abuse Prevention Act. That bill would have required employers to advertise job openings for 30 days before submitting H-1B applications for those positions. It also sought to prevent employers from hiring H-1B workers and then outsourcing them to other companies.
"The use of H-1B workers by U.S. companies is decreasing wages for computer programmers, system analysts and software engineers by as much as 6%, according to a study released last week by researchers at New York University's Stern School of Business and the Wharton School of the University of Pennsylvania.
"Voters' anger over growing job losses has increased the chances of passing legislation that provides jobs to Americans first."
It's good to see that not everyone has given up on Americans First.
