Note - for those readers that may not be very familiar with the details of the above table...
1. The OR Governor signed into law much more stringent ID requirements to be able to get an official ID or Driver License.
2. The date that the first part of that law took effect in early Feb of this year.
So, please do note the sharp break in numbers for licenses given in Spanish between Jan 2008 and Feb 2008 (eg. 4542 down to 665)!
