Paul Guzan (junior, criminology) waded in the clear, shallow water near the shores of Cancun, Mexico, one day during last week's spring break. Friends, drinks and sun ruled the afternoon -- until he felt a sharp clamp on his foot.

"The water was about up to my knees," he said Monday. "I was swimming, just fooling around, and I felt something pull my foot away. It felt like a steel trap.

"It was pretty shocking," he said. "As soon as it grabbed me, I started walking. When I got out of the water, I noticed that my tendons and toes were kind of hanging. And blood was squirting everywhere."

Guzan had been attacked by a barracuda, the torpedo-like tropical fish nicknamed "the tiger of the sea" for its predatory prowess. His foot was shredded, as the fish had ripped the skin away and torn through tendons, nerves and ligaments.

And his problems didn't end there.

Guzan said he was taken to a local Mexican hospital, where he was forced to wait hours for care: "They told me my insurance company was 'red-flagged' ... that I would have to pay between $10,000 and $20,000 cash before they would even treat me."

The hospital claimed that HealthAmerica, Guzan's provider, was blacklisted for not paying on an unrelated case, though HealthAmerica later told Pittsburgh's Channel 4 that the hospital was confusing it with another carrier.

"Luckily," Guzan said, "I had my parents' platinum credit card with a high limit. The owner of the hospital came down and told me my surgery would be expensive. He said, 'It will be at least $10,000 to start. If you can't do that, if you don't have that, feel free to leave and find another hospital.'"

Guzan paid the $10,000 and waited eight hours, foot wrapped and bleeding, to be admitted to surgery. The surgery, he said, took place Wednesday and also lasted eight hours.

After the surgery was complete, the hospital told him that he wouldn't be released until he paid an additional $5,000. This is where the American embassy stepped in, according to a report from Pittsburgh's Channel 4. Guzan's family began calling around to contact authorities, and the embassy intervened on their behalf.

"They faxed something over to the hospital showing them that, because we paid the deposit, they can't physically keep us from leaving," Cheryl Guzan, the student's mother, said. Consequently, Guzan was released from the hospital Friday and returned to the states that evening. He was quickly taken to a hospital near his home in McMurray, Pa., where plastic surgeons and physicians approved of the work done by the Mexican doctors.

"They said that everything looked good," Guzan said. Guzan is currently receiving antibiotics to prevent infection, but needed no further surgery upon his return to the country. He is confined to his home for at least two weeks, he said, but plans to return to his IUP classes before the end of the semester. He comes away from the experience with a few things, including blow-by-blow photos taken by his Mexican surgeons of his foot before, during and after his surgery -- inside and out. And he has a spring break story to tell, sure to rival anyone else's.

"I was thinking about getting a tattoo," he said. "Barracuda's teeth marks. Right above my foot."

MATAMOROS, Mexico - The U.S. Consulate on Wednesday warned spring breakers that they should be safe from the drug violence plaguing the border if they don't do "stuff you would not do at home," like urinate in public - and aren't on the streets at 2 a.m.

U.S. Consul John Naland said American officials are distributing 10,000 bright yellow fliers at hotels and condominiums around South Padre Island, Texas, upon which college students will descend for spring break and cross the border to enjoy the lower drinking age in Mexico. The fliers will also be sent to border-crossing tour buses.

Naland issued the fliers Wednesday to coincide with the State Department's more sweeping update on foreign travel.

In September 2004, the U.S. consulate issued an advisory for Reynosa, Mexico, across from McAllen, Texas, warning of U.S. tourists and business travelers being shaken down by police. In some cases, the police took tourists to remote ATM machines and ordered them to withdraw money.

That advisory was superseded in January by a more strongly worded State Department alert about drug shootings, kidnappings, and weak police surveillance along the border. U.S. officials said 27 U.S. citizens had been abducted along the Mexican side of the border over six months. Two had been killed.

The alert sparked an outcry among city leaders on both sides of the border, who said it would cripple the thousands of vendors, restaurateurs, disco owners and others who rely on tourists.

With trade spilling back and forth between Matamoros and Brownsville, the mayors of those two cities and of South Padre Island said they would ask the government to tone down the warnings.

Naland said someone traveling in a group to a well-known place should be fine.

"It's very unlikely that any casual tourist would get caught up in the drug violence here unless they're trying to buy drugs," he said. "Spring Breakers are adults. They're eligible to vote, they're eligible to fight in Iraq, they should be able to take care of themselves. But I would not suggest they be here at 2 in the morning."

Naland said his latest message was the same for churches that send youths to Mexico on mission trips during Easter break and throughout the summer. Churches have been calling the consulate daily, he said, worried about the young missionaries' safety.

"We're not saying don't come, not saying 'red light,'" he said. "We're saying when you do come, exercise caution."

Naland said the Spring Break tip sheet was much like one that has been issued for years for college students on trips to Mexican hotspots like Cancun and Acapulco.

The flier advises party-eager youths to avoid the same kind of bad manners one would avoid at home, such as as public intoxication, disrespectful attitudes, and "heeding the call of nature in public." The sheets include a phone number to the consulate.

Church groups are reconsidering their activities in light of the warnings.

Dexton Shores, director of the Baptist General Convention of Texas, said about 15 percent of the approximately 600 groups that travel to Mexico have canceled.

"Most of the problems seem to be related to drug activity, being in the wrong places that most of our mission groups are never going to be in anyway," he said.

Matamoros, once the raging party spot of South Padre Island's advertised "two-nation vacation" has suffered since the late 1980s, when a Spring Breaker was murdered by drug dealers.

The party seemed to resume until 2002, when the Sept. 11 terrorist attacks led to long waits for more thorough Customs inspections. Meanwhile, more students have been taking advantage of package deals to Cancun or the Caribbean.

wait and a mexican woman is being turned into a hero because she wants to stay in our country and receive free medical care for her son- who was born in the us only because she broke the law to live here? and americans arent fair? how come mexicans never discuss how good they have it here ?

I will not mislead you in any way...i am not here to say that entering America legally is right, but i won't say anything negative about the people who are forced into that positon either.

With that said and hopefully understood, I would like to say that it does not surprise me what had happened with this, nor any other incident related. Because the hospitals in Mexico do not care about anyone. Don't be fooled into believing that it happened because that person was from America. It happened because that's how it is in Mexico. Hundreds of MEXICAN CITIZEND die every day, because they did not have the means to pay a hospital or doctor up front.

I agree with you wholeheartedly; entering LEGALLY is the only way to enter. I would certainly hope you wouldn't say anything negative about people who come legally. :roll:

Whose fault is it the Mexican people will not stand up to leadership there and demand humane treatment? Surely ten million people demanding their rights at home would force change.

And this is supposed to be justification for them invading the United States? Sorry, I can't buy that.

Hundreds of Americans die every day because they can't afford to go to the hospital, either. And hundreds wind up losing their home, their vehicles, pretty much everything they own because they DID go to the hospital and then they found themselves saddled with huge hospital bills that they can't possibly live long enough to pay. I have close personal friends who sold one of their vehicles last week so they can buy groceries for awhile. They had to cancel their health insurance about 18 months ago because the premiums were nearing a thousand dollars a month.

I have a little bond measure attached to my property tax bill to keep a hospital opened where one too many people skipped out on their bill. 25% of those people are proven to be illegal aliens. I think that percentage is way too high. I resent paying for illegal aliens' doctor bills while American citizens do without. That fiasco alone costs every homeowner in this city fifty some bucks a year! There are about half a million of us. Get out your calculator. Then, when you get your total, subtract out 25% for the illegal aliens and realize that is one city, one hospital.

I resent having just short of a thousand dollars a month deducted from our pay for medical insurance premiums when I go to a doctor on an average of once a year and the bill is rarely over a hundred bucks. I know that the reason I pay those kinds of premiums is to make up for the high percentage of illegal aliens who get medical care for free in this country. So I don't want to hear it. Go fight with the Mexican government over that issue, not us!

As part of my job as a hospital based Ultrasound Technologist I must occasionally be on call for the emergency room at night. At least 80% of the cases I am called in for involve non English speaking immigrants without documents, money or insurance. The emergency room is legally obligated to treat everybody who walks through the doors ! It;s Crazy !! This kind of stuff is breaking our medical system. Most of the stuff they are showing up for are not even emergencies. I had to take my daughter to the emergency room once and we literally waited for 5 hours in a room full of non english speaking immigrants. Most of them also bring their large families with them further crowding the waiting room. I talking about 3 or 4 little children, born annually to these families with no real means to support themselves. It makes me sick when I hear a story about Mexico demanding upfront payment for what is generally low quality medical care. We should start keeping a Tab for all the money we spend on these illegal immigrants and demand that Mexico repay us. Of course they wuold never be able to do it - but it might make a point.

perhaps we could get one business in the USA behind us then? Maybe if we petitioned hospitals, doctors, and nurses to ask their senators to consider legislation allowing them to refuse treatment to anyone without documentation or any sort of identification.

I'm emailing this to my old friend John McCain. He likes to hear from me. I talk to him all the time. True, because of the silence on his part I doubt he's listening but I still say my peace. Yesterday I gave him an earfull (calmly and politely, of course. Boy was that a difficult thing to do). Today I told John Shaddegg he was doing a good job.

Here is the part of my solution post:

Once arrested, and processed, it should be ascertained how long these illegals were in the country. Once this data is established, a general estimation of their work production (at minimum wage), schooling costs, health care costs, judicial costs, and other social costs can be attributed and assigned. These illegals will then have an opportunity to PAY THE COSTS FOR ALL THEIR BACK TAXES, PLUS PENALTIES FOR THEIR ILLEGAL INCOME, and all subsequent additional costs incurred by the communities that paid for services mentioned above. Illegals who are able to provide information which indicates corporate, church, business, or individual sponsorship, responsibility, involvement, and culpability during their illegal stay can, through testifying against their former employers, implicate them in the organized criminal hiring of labor, and thus shift the burden of financial compensation for social service costs to these corporations, businesses, churches, and individuals. Let those protesting, and their instigators and supporters pay for the damage they have caused, and the illegal behavior they have encouraged!

A very simple and elegant solution---If the ID is made, then hold the Mexican Government liable---extract it through other means like natural resources/oil etc, if they refuse to pay for their lame citizens medical needs.

This is unreal!!!!! IBut of course I believe it, I knew we were the only stupid country (of course all the illegals know it). We need to make changes fast if we are to survice this battle. There are many people who die everyday because they cannot afford to eat, have shelter, and receive free medical treatment. And this is right here in the United States. How about the senior citizens who worked all their live in order to suupport illegals through their social security income? My parents medical benefits are cut every year and their portion is raised. The retirement wage is not cutting it just because of the illegals. Why doesn't everyone receive free medical?????

Mexico is Still a Hot Spring Break Destination, Despite Violence

Spring break reservations for Mexico from U.S. college students remain steady, travel industry experts say, despite near-daily reports of drug violence there. Cheap prices in Mexico, a slowly strengthening economy here, the relative safety of many tourist resorts and the fact that the 2009 swine flu pandemic is now all but forgotten are all factors in Mexico's resilience as a spring break destination.

That's particularly true of Cancún — Mexico's top beach destination, said Patrick Evans of STA Travel, one of the biggest spring break travel agencies.

"Cancún has always been the most popular among students, and it's still tremendously safe, as long as someone is staying in the resort areas," he said.

Tens of thousands of high school- and college-age Americans travel to Mexican resort areas during spring break each year.

This year, reservations for Mexico from students at Oberlin, Baldwin-Wallace and other colleges have been coming in strong for months, said Kim Gray, a travel agent in North Olmsted, Ohio, with Travel Leaders, one of the top 10 travel agencies in the U.S.

They're heading to Cancún, Playa del Carmen and other destinations on the Riviera Maya, she said.

"Some of them want to get away from the big crowds of Cancún and spend time in a small town where there's still beautiful beaches," she said.

The area is far from the U.S. border, where most of the drug violence has taken place, and where the U.S. State Department recently warned students not to travel, said Alfonso Sumano, director of the Americas for the Mexico Tourism Board.

Also, drug-related violence involving American tourists at beaches and other Mexican tourist destinations is extremely rare, he said.

Still, Gray said she saw many more guards with machine guns on the streets and beaches during her own trip to the Riviera Maya in November.

That didn't worry the group of nurses she was traveling with, and it probably won't faze most students, she said.

"When you're 20 years old, you think you're invincible," Gray said.

Cabo San Lucas, also a good distance from the border at the lower tip of Baja California, is where Caitlin Cronin, a junior at Arizona State University in Tempe, Ariz., and her friends are heading this year.

"I'm not necessarily worried," she said. "And I don't know if that's because I'm naive, or because I just haven't been there in a while."

However, Acapulco has taken a huge hit in travel reservations due to drug violence, said Jason Chute, the director of operations for StudentCity.com.

The Pacific coast city, one of Mexico's oldest resort cities and a traditional spring break destination with vibrant nightlife, has seen beheadings and massacres as traffickers fight over turf.

The State Department noted that Acapulco's violence hasn't been directed at tourists. However, hotel owners and U.S. travel agents say reservations have dropped sharply.

While the slow U.S. economy was the main factor in drawing some students away from traveling to Mexico last year, near-daily reports of drug violence have hurt some this year, Chute said. As an alternative, some students are seeking package deals for Punta Cana, a beach resort in the Dominican Republic, he said.

The September attack on American tourist David Hartley and his wife on Falcon Lake, on the Texas-Mexico border, has been particularly damaging to travelers' perception of Mexico, Chute said. Tiffany Hartley said she and her husband were Jet-Skiing in Mexican waters when pirates fired on them, striking her husband and forcing her to flee. His body hasn't been recovered.

"That was on 'Good Morning America' for a month straight," Chute said. "Stuff like that affects where people are going to go, even though in the tourist zones, we're not seeing that kind of activity."

Tom Black, a freshman at Arizona State, said he wouldn't even consider traveling to Mexico. The 18-year-old instead is heading to Pennsylvania to visit family.

"All the stuff you hear about, the violence," he said. "Especially since it could be aimed at Americans and at kids. I think we could be targets."

Despite that perception, Mexico's Ministry of Tourism said the number of foreign visitors in 2010 exceeded the approximately 22 million travelers who arrived in 2008 — before the outbreak of swine flu in April 2009 left resorts empty for much of the rest of the year.

The U.S. Commerce Department said visits to Mexico by US residents rose 8 percent during the first six months of 2010 — a period that includes spring break months — compared to the same time period in 2009.

Much of that has been attributable to the favorable exchange rate and cheaper package deals at Mexican resorts, Travel Leaders spokeswoman Kathy Gerhardt said.

Most U.S. travelers understand that the violence is confined to specific areas, she said. And a lot of college students, with their fixed income, are attracted to the all-encompassing deals at resorts.

"It boils down to value overall," Gerhardt said. "People, particularly with the winter we've been having, they're looking for sun and fun and value."

I say we adopt the same policy in this country towards mexico's illegal invaders, who single handedly, are a driving force behind American hospitals closing their doors because they don't pay a dime for services!

EVERY ONE of them should be met in the lobby like this American was in mexico and TOLD: Your treatment is going to be $2000 to see a doctor. That's just for starters. If you cannot pay upfront, you are free to leave and look for another hospital!!

In this country, the illegal invaders raise hell if they are denied anything! I say we start treating mexican illegals in this country like they treat “gringosâ€
