‘Obscure’ Visa Program Makes Certain Foreign Workers Less Expensive Than American Workers

A new report from the Center for Immigration studies argues an obscure program has the government offering a “bonus” to employers who hire certain immigrant graduates of U.S. colleges instead of American workers.

According to CIS expert David North’s report, the Optional Practical Training program allows recent foreign graduates to retain their “student” visa status for a period of 12 months and if they graduated in a science, technology, engineering of math they can extend it for another 17 months.

That “student” status has tax implications — and good ones for the employer and immigrant according to North’s report.

He argues that since “neither the employer nor the alien has to pay payroll taxes, which are mandated on resident workers and their employers” then the U.S. ends up offering “a bonus of as much as $11,600 to employers when they hire an alien graduate rather than a U.S. graduate.”

North’s report further argues that, based on information uncovered by a recent Freedom of Information Act request more than 433,000 12-month OPT visas were issued under this program and more than 64,000 17 month extensions from 2009-2013. Based on North’s calculations that amounts in loses to the Social Security and Medicare trust funds as high as $4 billion.

“The OPT, a relatively hidden program, has become a means for those here on student visas to stay in the US as workers for years and years,” North said in a statement.

“This was not the intent of this immigration program and certainly should not be allowed to continue to be a back door into the country at a time of high unemployment and concern over the long term status of the Social Security Trust Fund,” he added.

Very evil people who hate America are behind all these foreign worker policies.

We need a 10 Year Moratorium on Immigration to sort this all out, fix it, deport illegal aliens, get Americans back to their jobs they've robbed of, and reset the system so this never ever happens again in the United States of America.

Unless I am mistaken, Judy, some, if not all the things you say is required, and they are, but a Constitutional amendment is the only way it can be locked down forever that I know of, and that can be repealed. The chances of getting an amendment in this age is nil. JMO

Passing the FairTax would be a good start because it alone would fix the income tax motivations behind hiring foreign workers, legal or illegal, on visas or otherwise, plus cancels out the primary motivation behind all this free trade treason nonsense. If Americans would stop worrying about "taxing the rich" which is truly an oxymoron, then they would see the enormous benefits of repealing the failed income tax system and replacing it with the FairTax system which removes the reasons why some businesses support immigration and free trade treason. It also shut downs the 501 C 3 tax fraud "charities" that we have to compete with as we try to stop all this insanity and fix our country.

FairTax legislation is HR 25 in the US House of Representatives and S 155 in the US Senate and I encourage all patriots to learn about it, ask questions to understand it, and if you like it as I do, get behind it. Of all the bills in Congress, this one piece of legislation does more to fix our country of its woes and worries than all the others combined. It also unites Americans because once passed, it benefits everyone and for the first time since 1913 when the income tax was passed by Democrats, Americans will become one nation again, and when we're one nation again, there is no stopping US, we will restore our nation, solve our problems, and become the once great nation we used to be.
