    36 more flu cases diagnosed at local migrant shelter

    SAN DIEGO — Health officials reported 13 new cases of influenza-like illnesses Sunday among undocumented immigrants sheltered in San Diego and 23 additional cases Saturday.

    The reports bring the weekend’s total to 36 and the total number of cases identified since the migrants arrived from a federal facility in McAllen, Texas, on May 19 to 141.


    Fourteen families — 34 people in all — remain quarantined at various hotels in San Diego.


    Federal officials shut down the Texas facility for cleaning after the outbreak and began moving the detainees to San Diego.

    The first of those transfers arrived in San Diego on May 19. Hundreds of people at a migrant shelter in Bankers Hill operated by Jewish Family Service of San Diego have since received a health screening.

    DHS officials and U.S. Customs and Border Protection announced the plan to begin flying detained asylum seekers from Texas to San Diego on May 17.

    The transportation is necessary, according to federal immigration authorities, because CBP facilities are largely overwhelmed with new detainees, many of them families and children requesting asylum. CBP agents have detained an average of 4,500 migrants at the border each day this year.


    San Diego County health officials define a flu outbreak as one person being diagnosed with the virus and a second person contracting and developing the disease within 72 hours. The county said it plans to continue monitoring the situation and providing updates on new flu cases at the shelter.

    The outbreak of influenza-like symptoms at the downtown migrant shelter started when asylum-seeking families began arriving from Texas.

    ]In the 17 days since San Diego began receiving families who crossed the border in Texas, the downtown migrant shelter have identified 149 cases associated with a flu outbreak, according to the county.

    Processing centers for migrants caught crossing the border in Texas have reported influenza cases, including one 16-year-old Guatemalan boy who died from it.

    Meanwhile, Border Patrol, its processing centers beyond capacity in the Rio Grande Valley area, decided to send some migrant families to San Diego stations for processing.


    San Diego’s shelter began experiencing an outbreak — meaning 2 cases within 72 hours — on May 20, the day after the first group of families from Texas were released from Border Patrol custody to its care, according to Dr. Dean Sidelinger, the county’s deputy public health officer.


    Agents in the Rio Grande Valley screen families before putting them on planes to San Diego, said a spokesman from the San Diego Sector of Border Patrol. The families are screened again for medical issues when they arrive in San Diego.


    “It is possible that detainees may not immediately show symptoms of illness prior to getting on a flight,” the spokesman said. “Agents closely monitor all movement and conditions of the detainees in our custody.”

    Six migrants, mostly children, have been taken from the San Diego shelter to an emergency room since the outbreak began, according to Sidelinger.


    As of Monday, 27 people — 11 families total — were being quarantined in hotels. That’s down from a high of 82 people making up 33 families who were under quarantine part of last week.


    Sidelinger said county officials have identified hotels whose rooms have individual air and heating units to keep the virus from spreading to other hotel guests.


    He emphasized that the county has been closely monitoring for signs of the flu spreading outside of the shelter. That hasn’t happened, he said.

    The shelter screens everyone on the day he or she arrives and again the next day. Everyone gets medication to help prevent the flu, regardless of whether or not the person is having symptoms.


    The cases so far have generally shown symptoms within that first 24-hour span, meaning that they were likely exposed to the virus before arriving at the shelter, Sidelinger said.


    Medical staff check on those under quarantine daily for care and to determine when they are well enough to travel to their final destinations.


    The shelter, operated by the San Diego Rapid Response Network, has screened more than 800 new arrivals for flu symptoms since the county began publishing data related to the outbreak on May 24.


    The network opened in its first shelter location late last year after federal immigration officials ended a program that helped asylum seekers being released from custody, mostly families, connect with family or friends already in the U.S. who were planning to take care of them until their court dates.


    Earlier this year, the County Board of Supervisors voted to allow the shelter to use one of its downtown buildings through the end of the year after the shelter struggled to find an adequate long-term space.


    The Rapid Response Network deferred to county health officials regarding the outbreak.
