    He's contradicting what Waxman has said then.....that they do have the votes to pass this?

    And Barney is saying they don't?

    No Barney is saying that they can't pass the "single payer" bill so they are going to pass something that will force the current insurance companies out of business and so the end result will be the same, after a period of no more than 5 years - insurance companies will go out of business and we will end up with a single payer system.
