    He's passionate but not completely accurate. He was trying to say, a bill couldn't pass the Senate because of the Rosebush Blocker Rule that he called rule of 21.

    Yes, a version HB12 passed the House and the Senate rejected it and passed their own version SB9, that the House objected to because it was weaker... Rick Perry didn't have anything to do with that. The legislature failed.

    The Senate Democrats threw a wrench in it and there was no time left to repair it.

    As long as we keep misdirecting blame, the people who actually did the misdeed will go unpunished. The legislators and specifically the Senate Democrats are to blame for the blocking of immigration bills over the last 4 years in Texas. Republicans have put bill after bill up only to be shut down. If immigration enforcement is going to happen in Texas, we are going have to unseat several Senators or the Republicans are going have to man up and stop allowing the 11 wackos to block bills.
