Border chief: Agency has to understand cartels

The chief of the U.S. Border Patrol says his agency must understand the capabilities and vulnerabilities of violent smuggling organizations to have any serious hope of dismantling them.

Chief Michael Fisher says the Border Patrol "has to be much more mobile and flexible" than its adversaries, and less response-driven and more intelligence-driven.

Fisher's comments came Wednesday at a border security conference held in Phoenix.

Fisher addressed a crowd of hundreds of government officials and those working in the border security field, including companies that manufacture the products used by immigration agents for border enforcement.

John Morton, director of U.S. Immigration and Customs Enforcement, also was scheduled to speak but was unable to attend because of the fatal shooting of an ICE agent in Mexico on Tuesday.
