A vessel believed to be a human smuggling boat carrying about ten people came ashore at Torrey Pines State Beach early Wednesday morning.
Officers were called to the beach just after midnight after reports that a boat had capsized, San Diego police said.
When they arrived, they found the motor boat empty.
A witness told KGTV Channel 10 that she was watching the waves when she noticed the boat and saw several people who were all wearing black dive off. They came ashore and ran off across North Torrey Pines Road.
Border Patrol agents searched the area but did not find any of the people.
