Governors' plans to tackle problems launch latest salvo in conflict between the two countries

MEXICO CITY - Critical of their federal government's attempts to control smuggling and crime along the U.S.-Mexico border, the governors of Arizona and Sonora state Friday announced plans for their own police buildup.

"We can no longer wait on the federal government to live up to its responsibility," Arizona Gov. Janet Napolitano said at a joint news conference with her Mexican counterpart in Nogales.
