    DHS official: ...'our southern border' is now with Guatemala

    On Wednesday, Assistant Secretary of International Affairs and Chief Diplomatic Officer for the Department of Homeland Security, Alan Bersin, told a gathering of the United States-Mexico Chamber of Commerce in Washington D.C.: "The Guatemalan border with Chiapas is now our southern border."

    In a rather strange and rambling speech, Bersin went on to tout the cooperation between U.S. and Mexican authorities on policing our common border, and, despite the ever-increasing influence the drug cartels have over Mexico, he claimed the rule of law has been restored to the border region.

    "The economy contributes to it but the enforcement posture in the United States has increased since 1993 in a way that was absolutely unforeseen. One of the great bipartisan accomplishments of the last generation, some would say the greatest accomplishment, Republicans and Democrats alike, was restoring the rule of law to the U.S.-Mexican border," Bersin said.

    "This is a terrific period," he added.

    Bersin went on to explain that a lower fertility rate in Mexico has been a tremendous factor in the current "remarkable" change we are seeing in regards to fewer Mexican nationals supposedly entering this country illegally.

    "This huge bulge of Mexican men and women that have built much of the United States, my friends, over the last six decades, is no longer available. The source of low wage labor in the United States over the next generation is actually Central America and Southeast Asia. That is why we must work with Mexico to restore the rule of law to the Mexican-Guatemalan border over the next ten years, Bersin stated.

    Of course, in reality, the border region has never been more dangerous, as evidenced by the murders of Arizona rancher Rob Krentz and Border Patrol Agent Brian Terry.

    Furthermore, in November 2011, the Government Accountability Office (GAO) released a report identifying those entering the country illegally from Mexico as being responsible for more than one-third of the human-ignited wildfires in Arizona between 2006 and 2010.

    According to the GAO, illegal aliens started 30 of 77 fires that were investigated during the five-year period. However, the actual number of fires which can be attributed to illegal aliens may be much higher as not all of the 422 human-caused fires were actually investigated.

    The GAO report states: "The presence of illegal border crossers has complicated fire suppression activities in the Arizona border region," and has "increased concern about firefighter safety, and, in some instances, has required firefighters to change or limit the tactics they use in suppressing fires."

    While it is more than puzzling why Bersin asserts that the Mexican government is actually policing the border with the United States, it is more than frightening that he believes our new "southern border" is with Guatemala.

    However, it may explain why, under Obama, the Department of Homeland Security has been transformed into little more than a lobbyist firm for the Chamber of Commerce.

    WASHINGTON, D.C., September 20 - A former commissioner of U.S. Customs and Border Protection says the United States’ southern border is effectively now the Mexican border with Guatemala.
    Alan Bersin said the level of cooperation and collaboration between the United States and Mexico on border security issues is incredibly strong and will ensure prosperity for both countries in the years ahead.
    And, he said, the “real action,” economically, in the world will be in North America, thanks to the oil and gas resources of Canada, the United States, and Mexico.
    “This is a terrific period,” Bersin said, at a reception hosted by the United States-Mexico Chamber of Commerce on Wednesday evening.
    Bersin is currently Assistant Secretary of International Affairs and Chief Diplomatic Officer for the Department of Homeland Security. He oversees the Department's international engagement and serves as the principal advisor to Secretary Janet Napolitano on all international affairs.
    As Commissioner of CBP, Bersin oversaw the operations of CBP’s 57,000-employee work force and managed an operating budget of more than $11 billion. Before this he was DHS’s Assistant Secretary for International Affairs and Special Representative for Border Affairs, informally known as the “Border Czar.”
    USMCOC is hosting its 16th Annual Border Issues Conference in Washington, D.C. Bersin started his speech at the group’s reception by paying tribute to U.S. Rep. Silvestre Reyes, who was being honored by the chamber. Reyes, a former Border Patrol sector chief in McAllen and El Paso, is retiring in January.
    “When history is written it will record that the restoration of the rule of law to the U.S.-Mexico border began in 1993 when Chief Reyes began “Hold the Line.” Everything has grown out of that,” Bersin said. He described Reyes as “one of the great Democratic congressmen of the last generation.”
    Bersin then gave his take on border security and U.S.-Mexico relations. “The Guatemalan border with Chiapas is now our southern border,” Bersin said. He cited a study by Pew Research which showed that last year more Mexicans left the United States than entered it. This, he said, ended six decades of illegal immigration from Mexico.
    Bersin said the change in the flow of migration is not a “flash in the pan.” He said economic conditions have played a part in reducing illegal immigration. But so, too, has border security, he argued.
    “The economy contributes to it but the enforcement posture in the United States has increased since 1993 in a way that was absolutely unforeseen. One of the great bipartisan accomplishments of the last generation, some would say the greatest accomplishment, Republicans and Democrats alike, was restoring the rule of law to the U.S.-Mexican border,” Bersin said.
    He then ran through the numbers. Thirty billion dollars have been invested in the Border Patrol, with the number of agents rising from 3,000 to 22,000. “But, it has been done in a way that is respectful of the sovereignty of Mexico and actually depends on Mexican cooperation and collaboration. That has actually happened,” Bersin said.
    An even bigger change and the reason why the United States’ southern border is now in Guatemala have been the “remarkable” changes in Mexico, Bersin argued. He pointed out that in 1970 the fertility rate in Mexico was 6.7 children per mother. Today it is 2.1. He said the second large change has been the growth of the Mexican economy. He cited projections from the Organization for Economic Cooperation and Development which show that by 2042 the Mexican economy will be larger than Germany’s.

    Bersin said he attended a “remarkable” meeting in San Diego about three weeks ago hosted by mayors fro, the U.S. and Mexico. Among those in attendance, he said, were Juárez Mayor Hector "Teto" Murguía, El Paso Mayor John Cook, Tijuana Mayor Carlos Bustamante, and San Diego Mayor Jerry Sanders. “This was the first meeting I have been to in almost 20 years in which the word security was not mentioned once,” Bersin said.
    “We are now on the verge of a relationship with Mexico economically that will ensure the prosperity of all of us in North America,” Bersin said, pointing out that U.S. trade with Mexico is now worth $1.3 billion a day. “When you add services and investment our relationship with Mexico is now a half a trillion dollars a year; five hundred billion dollars. And all the people who have worked on the border had the belief in the strength of the United States and Mexico acting together, in conjunto. We have actually gotten there.”
    Bersin predicted closer collaboration between the U.S., Mexico and, in due course, Canada, in oil and gas production. “The real action, economically, in this world is actually in North America. But, we need to attend to what is before us. We need to drive down transaction costs on the border. We need to move commerce back and forth more efficiently. So much of what we do in that $1.3 billion is actually on a shared production platform. Items are moving back and forth across our border four or five times before they are sold,” he said.
    Bersin finished his remarks by saying this is a terrific period in U.S.-Mexico relations. He said it required the emphasis on security shown by President Calderón, Congressman Reyes and many others. He said he expects the same emphasis on security to be shown by incoming Mexican President Enrique Peña Nieto.
    “We are in a period in which the economy and the growth of the economy on the U.S.-Mexican border is what we need to focus on,” Bersin added. “Todo somos fronterizos.”

    I sent Steve Taylor, the author of the article, this email.

    This is a joke or a hoax, is it not - like the tongue-in-cheek articles in The Onion?

    Anyone within driving distance of the Rio Grande would recognize this as a spoof, but it would help readers who don't get the joke if you would put "/sarc" at the end.
