The U.S. has reached a deal with the Mexican government to force asylum seekers at its southern border to remain in Mexico while they wait to bring their case before an American immigration judge, a process that could take several months or even years, Homeland Security Secretary Kirstjen Nielsen announced at a congressional hearing on Thursday.

Are you trying to say to government shutdown is keeping them from the "Remain in Mexico"?
Is that what you are trying to use as the excuse this time?
The shutdown has not interfered with the buses turning them loose has it?
With a shut down government it would be much easier for them to Remain in Mexico, instead of a country where the gov is shut down.
There's no actual procedures or processes set up for that in our country or with Mexico yet. The diplomats just reached the agreement on Dec 20. Then our government shuts down the next day. Like any new policy, especially one involving another country, it takes time to implement and put in place. There are hundreds of regulations and procedures that will have to be written and reviewed and put into place, computer systems software written and tested and put up, legal reviews, no different than any other new policy or law that goes into effect. Not sure why you all are confused about how these things work in our country.
I'm sure they'll let you all know when it's all up, running and implemented on the ground so the news media can take pictures of the buses hauling them back into Mexico to remain there until their asylum hearing.
