    Immigrant-rights advocates on Monday said they were "guardedly optimistic" about new standards for a federal program that allows local police to enforce immigration laws.

    However, the faith leaders, politicians and activists said they would continue to urge federal officials to suspend Maricopa County Sheriff Joe Arpaio from the so-called 287(g) program pending a federal investigation into his office's immigration-enforcement efforts.

    Homeland Security Secretary Janet Napolitano imposed the new standards and said last week that the intent of the program is to arrest and deport undocumented immigrants who commit violent crimes and major drug offenses - not those who commit minor offenses.
    Arpaio's office has come under fire by advocates who accuse the sheriff of misusing the intent of the program. Critics allege he has used the program as a pretext to search for undocumented immigrants by stopping motorists who look Latino for minor traffic violations.

    Arpaio has maintained that the office has not misused the program, and said that the rewriting of the guidelines is a result of "politics."

    Susan Youngblood, an Episcopal deacon with Valley Interfaith Project, said her group supports the arrests of dangerous criminals, but is "concerned that the agreement might still leave an opening for racially-motivated arrests or deportation of individuals picked up for suspicion of minor infractions."

    Arpaio has 90 days to review the changes before deciding whether to continue participating in the program. As of Monday, he had not seen a copy of the new memorandum of understanding. Either way, he said he would continue to enforce state laws aimed at cracking down on undocumented immigrants: "I do know I will not stop our crime suppression operations. Another one will be coming up very soon."

    The Sheriff's current agreement with Homeland Security can be ended at any time by either agency, said Vincent Picard, an Immigration and Customs Enforcement spokesman in Phoenix.

    Generally, the Board of Supervisors, which is the governing body of the county, must approve agreements with other government agencies. The five-member board generally has supported the Sheriff's immigration enforcement efforts, but at least two supervisors have consistently voted against the sheriff's immigration initiatives in recent months.

    PHOENIX - Janet Napolitano is on the frontlines of the national fight against illegal immigration, and Sheriff Joe Arpaio is on the frontlines of the local fight. But the Homeland Security Secretary and Maricopa County Sheriff do not see eye to eye on the issue.

    The Homeland Security Department on Friday said it was changing the rules allowing local police to enforce those laws.

    The 287G agreement allowed Arpaio to enforce federal immigration laws. But according to Homeland Security, the updated 287G agreement addresses concerns that people are being arrested for minor offenses as an excuse to deport them. That's an accusation that the Sheriff has heard many times.

    "I don't think they like my crime suppression operations. I also feel this is somewhat going toward amnesty," says Arpaio.

    All law enforcement agencies participating in 287G will need to sign the new agreement in order to continue -- and the new agreement has a provision that the sheriff's opponents are applauding.

    "He can no longer just catch and deport like he is doing now," says Lydia Guzman, of Somos America. "He has to prosecute each and every case. Meaning he can't just stop someone for a minor traffic violation like he is now. He has to prosecute those cases.

    If the sheriff doesn't sign the new agreement, he'll lose his ability to enforce federal immigration law. He has 90 days to sign the paper.

    Even if he doesn't sign the new agreement, the sheriff will still be able to enforce state law, like the employer sanctions law.

    "Todays announcement carries another message for our community. Let me be blunt, Gordon said, this confirms that Homeland Security has taken the concerns about Sheriff Joe Arpaios abuses and misallocation of resources seriously. He can no longer hide behind the illusion that breaking up families at car washes and amusement parks is somehow making us safer as a community."

    What's wrong with that? Isn't deporting illegal aliens not approved for asylum the law?

    OUR Government,especially Nappy & Obama are breaking the law NOT Sheriff Joe.He has a obligation to enforce our immigration laws "as written" and only Congress can change the laws..

    Even if they took the program away from him, he still has the right to enforce the immigration laws in his state, this was a deciision the 9th circuit court made a couple months ago. ( state and local police have the right to enforce immigration laws in their state).

    Not only that he is a border state, I say take them and drop them off at the border and tell them if they come back they will get locked up and throw away the key.

    What? So pro-illegal advocates expect the Sheriff's office to ignore "minor traffic violations" if the driver happens to be hispanic? They were not pulled over because they were hispanic, and they are not being deported because of a "minor traffic violation." The officer simply took probable cause to it's completion! That's called great police work!

    They further expect Joe to ignore the immigration status of those drivers if they are driving without a valid license on top of being illegal?

    Sounds like these so called "advocates" are expecting an awful lot!
