Bannon predicts government shutdown over border wall

    By Sophie Tatum, CNN

Updated 9:42 PM ET, Fri June 1, 2018

Washington (CNN)Former White House chief strategist Steve Bannon predicts there will be another government shutdown in the near future.

"I believe the government will actually shut down in the run-up to the election," Bannon told CNN's Fareed Zakaria, referring to the midterm elections in November.

What could trigger it, according to Bannon, is a fight over the southern border wall.

"The wall is not just totemic," Bannon said. "The wall is absolutely central to his program."

President Donald Trump's proposed border wall was perhaps the biggest policy platform during his campaign for the presidency, but it has yet to materialize.

"I believe that what he's going to do is, as we come up on September 30, if that appropriations bill does not include spending to fully build his wall -- not some $1.6 billion for prototypes, I mean to build the southern wall -- I believe he will shut down the government," Bannon added.

Bannon sat down with Zakaria for a full-length interview that aired on CNN Friday at 9 p.m. ET. The interview will air again on Sunday during "Fareed Zakaria GPS" at 10 a.m. and 1 p.m. ET.

Bannon was fired from the White House last year, after having worked on the campaign and in the administration.

In January, CNN reported that the Trump administration had asked for $33 billion to cover the costs of securing the border, and $18 billion of that would go toward the wall, according to Customs and Border Protection documents obtained by CNN that were sent to lawmakers on Capitol Hill.

Congress is required to appropriate the funds needed to build the wall, but CNN reported in March that Trump had also privately suggested that the wall be built with funds from the US military budget.

I am concerned that President Trump is going to miss a great opportunity to get the border wall built and to fulfill his greatest campaign promise. He can demand that Congress fund all 25 billion dollars for the wall by simply refusing to sign the next budget bill or continuing resolutions in September. Here are reasons why I believe that he would win this battle.

    * PRESIDENT TRUMP'S NEXT ELECTION WOULD BE IN TWO YEARS. Unfortunately, voters have very short memories. Anything that he does now would most likely be un-important later. Many pro-border wall supporters would admire that he was willing to stand up to Congress to get things done.

    * CONGRESSMEN ARE GOING TO WANT TO CAMPAIGN FOR THEIR ELECTION. Many of them will be defending their office against opponents who will get higher poll numbers while the congressmen are stuck in Washington and there is no way they can go back to their home states to defend their reelection bids while the government is shut down.

    * WELFARE VOTERS UPSET. Democrat congressmen know that they can expect most of their support from people who depend on welfare programs. Those congressmen would know that there chances of being re-elected would diminish if the voters felt that their comfortable living was being sacrificed to allow future illegal immigrants access to the United States.

    * WHO WILL GET THE BLAME? President Trump best strategy would be to blame BOTH himself and the democrat congressmen for the government shutdown and strive as much as he can to keep the republican congressmen out of the spotlight. He could threaten to veto any budget deal that adds to the national debt and does not contain the full funding for the entire wall. This will get conservatives concerned about the national debt energized about supporting this plan.

    * If the democrat congressmen do give in and fund the wall, President Trump could then tell the DACA recipients that the democrats threw away his deal to legalize them and threw away their leverage for any future deals. The democrat base would not be very energized on election day, but the republican party would be.

    * If he is not able to get the border wall built, that will be the number one talking point republican presidential candidates will talk about for the 2020 elections. If he is able to get the border wall built, he will be able to boast about fulfilling a promise that his opponents said he could not do. Of course he would have to also say that he will use his second-term to make Mexico pay for it.

Does anyone here also believe that this is a reasonably sound strategy?

The stupidity is Congress has had another year to put together a budget. Yet they will wait until September 30 to "maybe" submit a proposal. When that is rejected either by the majority or by the President, they will ask for another Continuing Resolution so they can stall it for another 9 months.

One solution is that Congress should forfeit all pay from September 30, until they have a budget approved and signed by the President. Why should their constituents suffer a shutdown and those who have the duty to keep the government funded, suffer nothing?

It's not the wall Trump promised during his campaign. The only fencing going up now was already scheduled from the previous administration. The latest funding to DHS didn't provide for Trump's border wall. Trump had asked for $25 billion for his U.S.-Mexico border wall, instead the latest funding only provided $1.6 billion to repair and upgrade existing fencing along the border. So no, Trump's wall is not going very well, actually, it's not going at all.
