BRUSSELS - European Union plans to reform rules governing border controls inside the bloc ran into opposition on Tuesday from France, Germany and Spain, which warned against taking too much power away from the capitals.

Many EU governments have lobbied in recent months for new rules to make it easier to reinstate the EU's internal frontiers - dropped throughout most of the EU over two decades - because of concerns over illegal migration, largely from North Africa.

In response, the European Commission is set to propose legislation on Friday to let governments temporarily reintroduce border controls with a neighbouring member state - if they can show that neighbour has repeatedly failed to stop illegal immigrants entering the bloc from outside
