    House Democrats, frustrated by the lack of action by House leadership and fearing all hope of a bi-partisan comprehensive immigration reform bill is lost, are expected to introduce an immigration bill of their own today.

    House sources tell ABC News the Democratic bill will mirror the bipartisan legislation passed by the Senate in late June -- including both increased border security and a pathway to citizenship for the 11 million undocumented immigrants.

    Congressional aides who have seen the bill say much of it came from the months of work done by the "Gang of 7," before it broke apart in the House late last month, with influential Republicans abandoning the effort over disagreements on health care costs.

    The new bill, which is expected to be introduced on the floor today, is purely a Democratic party effort designed, sources say, to put pressure on Republican leadership in the House who have refused to support a comprehensive bill in favor of a piecemeal series of laws, none of which so far includes the critical Pathway to Citizenship component so important to the Hispanic community.

    Democrats say the bill is designed to show unity in their party's support for immigration reform and demonstrate to Latinos and others groups pushing for reform that it is the GOP preventing progress on immigration reform and the landmark legislation passed by the Senate.

    Sources say the bill's supporters realize that it has little chance of passing because there is still no indication that House Speaker John Boehner, R-Ohio, would allow it to come to a vote.

    Boehner has said repeatedly he has no plans to bring the bi-partisan Senate bill to the house floor.

    Instead, sources acknowledge, the bill will receive predominantly Democratic support and languish in the House without ever coming to a vote.

    House Dems to Introduce Immigration Legislation on Day 2 of Gov't Shutdown

    On the second day of the federal government shutdown on Wednesday, Democrats in the House will introduce comprehensive immigration legislation to re-ignite the push for an immigration bill that President Barack Obama called his "number-one priority."

    According to Politico, House Minority Leader Nancy Pelosi (D-CA) and Reps. Xavier Becerra (D-CA) and Ruben Hinojosa (D-TX), the chair of the Congressional Hispanic Caucus, "have been working on a comprehensive piece of legislation in recent weeks."

    House Democrats reportedly want the Senate's comprehensive immigration bill, which Senators John McCain (R-AZ) and Marco Rubio (R-FL) spearheaded along with six other senators, without the border-security provisions that the Senate enacted. Critics asserted that bill did not even have much teeth because the funding and enforcement provisions would not be guaranteed.

    Politico reported that Democrats like Reps. Joe Garcia (FL), Suzan DelBene (WA), Joaquin Castro (TX) and Jared Polis (CO) will join Pelosi in leading the charge on immigration reform.

    House Republicans have reportedly been working on various pieces of immigration legislation "beneath the radar" amidst the debate over the budget and Obamacare, and they have indicated that immigration reform would be next on the list of agenda items after the the budget debate is resolved.

    Those opposed to amnesty, like Rep. Steve King (R-IA), have told conservatives to stay "ever vigilant" of House Republicans attempting to ultimately go to conference with the Senate on immigration, where many of the provisions of the Senate's bill will likely win out.

    Because there are a considerable number of Republicans in the House opposed to immigration legislation, Republicans will likely need some Democrats to pass immigration bills. If both chambers go to conference on an immigration bill, at least 104 House Republicans may be open to supporting some type of pathway to legalization for the country's illegal immigrants that may be in a final bill.

    Report: At Least 104 House Republicans Considering Pathway to Legalization for Illegals

    At least 104 House Republicans may be open to some type of pathway to legal status for the country's illegal immigrants.

    According to a Weekly Standard report, "84 House Republicans have publicly voiced support for granting some type of legal status to the 11 million immigrants here in the country illegally, and 20 others have said they would be willing to consider it—many more than what most media reports suggest."
    Other groups in favor of comprehensive immigration reform, like America's voice, reportedly have identified 26 House Republicans who support “immigration reform and citizenship,” but, as the Weekly Standard notes, that leaves out the others "who would support giving undocumented workers legal status short of citizenship."
    Many House Republicans--like Reps. Bob Goodlatte (R-VA) and Paul Ryan (R-WI)--have said they do not want a "special" pathway to citizenship but indicated they are in favor of some type of path to eventual citizenship. Goodlatte and House Majority Leader Eric Cantor (R-VA) are reportedly discussing legislation that would give citizenship to children of illegal immigrants who came to the country by a certain age.
    Other House Republicans have reportedly expressed an interest in giving illegal immigrants a pathway to a green card, which would fall short of citizenship. Others are speaking of "earned legalization" or "reconciliation" as House Republicans work on immigration legislation "beneath the radar" while the country is focused on Obamacare, the government shutdown and the debate over raising the debt ceiling.

    House measure offers pathway to citizenship

    Tired of waiting for the GOP, House Democrats announced their own immigration bill Wednesday that grants illegal immigrants a path to citizenship but strips out the tough new border security measures passed by the Senate earlier this year.

    Democrats said they took the bill that passed the Senate on a 68-32 vote and rewrote it, cutting out 20,000 new Border Patrol agents and 350 miles of fencing and additional technology. In place of those security measures, they inserted another House bill calling for the federal government to come up with a strategy to secure the border. The text wasn’t available by Wednesday evening.

    Their goal, Democrats said, is to jump-start the immigration debate in the House.

    “We’re not introducing the perfect bill, but we’re introducing a comprehensive reform bill that provides that space for compromise,” saidRep. Joe Garcia, Florida Democrat.

    Unlike the Senate bill, which was written by four Republicans and four Democrats and passed only after that Gang of Eight accepted a GOPamendment adding new fencing and 20,000 Border Patrol agents, the House bill is sponsored only by Democrats.

    But the lawmakers said they took pains to include a bipartisan bill that cleared the House Homeland Security Committee earlier this year that demands the Homeland Security Department come up with a strategy for securing the border.

    The Democrats also said they already were making sacrifices by accepting most of the Senate bill, which grants a path to citizenship for illegal immigrants but curtails some current legal immigration categories, including limiting chain migration for siblings and ending the diversity visa lottery.

    Immigrant-rights advocates said the bill will put pressure on the GOP.

    “Now, it’s put up or shut up time for Speaker John Boehner and the rest of the House GOP leadership. How they respond to the introduction of this bill will speak volumes,” said Frank Sharry, executive director of America’s Voice.

    Rather than a broad bill compiling illegal immigration, legal immigration and new security measures, House Republicans have written a number of smaller bills to deal with the issue in pieces — though they have yet to introduce bills to legalize illegal immigrants.

    Rep. Lamar Smith, a senior member of the House Judiciary Committee, said the Democrats’ bill would make Americans face tougher competition for jobs.

    “It’s disappointing that Democrats continue to insist on amnesty for illegal immigrants rather than supporting policies that help the American people,” the Texas Republican said.

    Democrats argued that Mr. Smith’s view doesn’t represent a large part of the GOP. They predicted that if GOP leaders were to bring the Democrats’ legislation to the House floor several dozen Republicans would vote for it.

    Immigration has proved to be trickier in the House than the Senate.

    A group of eight House lawmakers had been working on a broad immigration bill and said it had reached the framework for a deal but couldn’t agree on the details. The group dissolved in September.

    And with the spending fight now gripping Washington, plus a debt fight looming later in October, some Republicans have said there is no chance the House will debate a bill this year.

    More recently, however, news reports indicated that Rep. Paul Ryan, Wisconsin Republican and a longtime proponent of legalizing illegal immigrants, has been working to try to put the issue back on the agenda.
