    It was a murder that wrenched the hearts of New Yorkers and baffled the city’s best detectives and prosecutors for two decades.

    On a summer day in 1991, the body of an emaciated 4-year-old girl was found naked and bundled with twine inside a filthy cooler near the Henry Hudson Parkway.

    Investigators called the girl “Baby Hope” — and on Saturday their own never-flagging hopes were fulfilled when they finally cracked the case.

    The turning point came this summer, in a laundromat, when one woman overheard another woman say that years ago her little sister had disappeared.

    The first woman had also seen one of the “Baby Hope” fliers police continued to post, and called the cops.

    The tip led to the arrest of Conrado Juarez, 52, who sources said was a Mexican illegal alien dishwasher at the Bleecker Street restaurant Pesce Pasta.

    Juarez was the girl’s cousin, and was staying with her in a crowded Astoria apartment, officials said.

    Now in custody for murder, he has made what sources called a detailed confession to sexually assaulting and smothering Anjelica Castillo — the girl in the cooler’s real name.

    Juarez told cops that on the night of her death, he came home drunk, according to Jerry Giorgio, a former detective on the case who has seen the confession.

    “It was nighttime, and she was in the hallway for some reason — maybe she was going to the bathroom,” Giorgio said. “He said he just took her by the hand and she went with him.”

    “She may at one point have started to yell or scream, looking for help. That’s when he put the pillow over her face.”

    Juarez told cops it was his now-deceased sister, Balvina Juarez, who suggested they put the body in a cooler and take it by livery cab to Washington Heights, where it would rot for more than a week, according to a source.

    “A tip produced a lot of investigative work, and with great detective work we were able to track people down and interview them,” Police Commissioner Ray Kelly said.

    Cops recently tracked down Anjelica’s mother, also a Mexican immigrant, in early August and used a ruse to get her to lick an envelope, a source said. Late in September, DNA testing confirmed her maternity of the tragic tot, the source said.

    The mom has nine other children by three men, and never reported her child missing. Finally confronted by investigators, she blamed the father, who had custody at the time, said one law-enforcement source. The girl was being cared for by her dad’s sister, who was Juarez’s mother.

    “She’s a piece of s–t,” one law-enforcement source said of the mother. “She tried to put all responsibility on the father.”

    Law enforcement sources believe she kept silent for fear of deportation; she told cops she feared the “abusive” father.

    Anjelica’s sister, now in her 20s, told police she remembers traveling to Mexico with her father after leaving the girl with her mother, police sources said. She never saw her *sibling again, she told police.

    “Investigators never stopped searching for the person who ended this young girl’s life,” DA Cyrus Vance said, noting that the original prosecutor, Melissa Mourges, now heads the DA’s Cold Case Unit and is still on the case.

    Juarez was ordered held without bail at his arraignment Saturday. His lawyer complained that he had been questioned without representation for nearly 14 hours.

    Tragic 4-year-old Anjelica Castillo was at some point tied to a table and denied water in the family’s Queens apartment, according to a woman who told cops that, as a child, she witnessed the horrific act.

    The woman said that she, too, had been tortured. It was not clear how.

    Meanwhile, a police source said someone in the apartment told detectives of hearing a “strange’’ noise on the night that Anjelica went missing in July 1991.

    Her cousin Conrado Juarez was arrested Saturday for the cold case-crime that cops refused to give up on.
    They made the arrest after getting a tip from someone who overheard Anjelica’s sister talking about the little girl.
    Meanwhile, her confessed killer “was only sorry that he got caught,” another source said.
    “He was only sorry that we thought he f–king did it,” that source said. “That was the only remorse he felt — for himself.”
    Still another source described the marathon interrogation that led Juarez, 52, to confess to smothering the child and disposing of her body with the help of his now-dead sister, Balvina Juarez.
    “In the beginning, he was like, ‘It’s not me! It’s not me! I didn’t do it!’ ” that source said.
    But after several hours of questioning, Juarez, an illegal immigrant from Mexico, allegedly came clean about killing his tiny cousin in the Astoria apartment where they both lived with other relatives.
    “His intent was to rape her, but it turned into a murder because she screamed,” the source said.
    “Even a grown woman would scream under the circumstances.
    “To cover up the scream, he used the pillow to suffocate her to keep her quiet.
    “In his mind, he needed to kill her. Then it was like, ‘Holy s–t, I killed her,’ ” the source added.

    Strangers touched by the death of the formerly unidentified child paid their respects Sunday at her grave site — where a piece of paper with her real name was taped to the “Baby Hope”-engraved headstone that cops bought in 1993.
    Eddie Collazo, 52, of Worcester, Mass., touched the headstone at St. Raymond’s Cemetery in the Bronx and said, “I’m relieved they caught that madman who killed her.

    DNA from Margarita Castillo finally led to the identity of daughter Anjelica.

    “But what’s most important is that she has a name. Her name is Anjelica. It’s not Baby Hope anymore. God rest her soul.”
    Anjelica’s mother, Margarita Castillo, who is also an illegal immigrant, was believed to be holed up at her apartment in Elmhurst Sunday.
    She lives there with the four youngest of her 10 children — all adults — and the father of the last three.
    “We nicknamed [one of her daughters] Maribella ‘Cinderella.’ [Castillo] always made her do all the chores, the dishes and the laundry,’’ said a neighbor, who asked not to be identified.
    Building superintendent Jorge Gonzalez, 56, said Castillo had been renting her apartment for about 17 years and works as a baby sitter for neighborhood children.
    Cops got the tip that finally led them to Castillo after news reports about the 22nd anniversary of Baby Hope’s death.
    Detectives interviewed the mom in early August and used a ruse to get her to lick an envelope that was tested for DNA.
    Interviews with her relatives then led to Juarez, a 5-foot-2 dishwasher at Trattoria Pesce Pasta in Greenwich Village.
    NYPD Detective Robert Dewhurst identified Anjelica as Baby Hope and arrested Juarez on murder charges, Commissioner Ray Kelly said.

    So Conrado Juarez came to America illegally, raped and murdered a 4 year old little girl, and finally got caught for it more than 20 years later!?!?! For more than 20 years this man took full advantage of the deplorable underenforcement of our existing immigration and border laws that gave him less than a 1% chance of being deported! He was shown that our laws in America mean nothing so why not violate more boundaries and laws.

    I wonder how many other children this sick invader of America and the private parts of children raped!?!? How long would the list of his crimes be if we could see the true number and scale of them now that we have this 'tip of the iceberg' story?

    How many children will be raped by boundary violating illegal aliens in America tonight because our government's refusal to enforce laws and borders the public demands?
