    American metropolises that threaten to remain "sanctuary cities" for illegal immigrants despite an expected Trump administration crackdown should have their law enforcement and education programs defunded, says Michael Cutler, a former special agent with the Immigration and Naturalization Service.

    "His hands aren't [tied]. He's certainly talked about defunding the cities and I hope he doesn't just mean law enforcement. He ought to cut funding for education," Cutler said Tuesday to Bill Tucker on Newsmax TV's "America Talks Live."

    "The Congressional Budget Office did a study back in 2007 and said there were 12 million illegals, said it cost 20-40 percent more to educate kids who can't speak English.

    "And if ever we have an amnesty program of any sort … we're talking about the potential for millions of more students. This is devastating to the school system, it's devastating to employment."

    Sanctuary cities — which include New York, Los Angeles, Chicago, San Francisco, Philadelphia, Detroit, Seattle and Salt Lake City — protect illegal immigrants by not prosecuting them for violations of federal immigration laws.

    Those protections have, in some cases, led to violent crimes against American citizens, but some of the cities have threatened to defy any federal efforts to end their sanctuary designations.

    As well as burdening the nation's budget, the sanctuary cities aid in the growth of homegrown terrorists, according to Cutler.

    "Look at terrorism, look at the warnings that we've had from John Brennan, the head of the CIA, from James Comey, the head of the FBI, saying that ISIS was embedding terrorists, and the refugee flow in finding other means to come here and kill us," he told Tucker.

    "We've seen it time and again. We've naturalized terrorists. One of the two Tsarnaev brothers that carried out the Boston [Marathon] attack — one was a resident alien, one had citizenship.

    "These are failures of the immigration system and it's the immigration laws and our borders that are first and last line of defense. So [Trump] ought to be looking at funding. I also think someone needs to take a hard look in maybe prosecuting people."

    Cutler said former President Jimmy Carter's declaration that everybody is an immigrant should be dispelled.

    "Illegal aliens have no right to be in the United States, it has nothing to do with race, if you look at the immigration law, Title VIII United States Code Section 1182," he said.

    "It's about keeping out aliens with dangerous communicable diseases, aliens who are severely mentally ill, that are violent, sex offenders, criminal, spies, terrorists, human rights violators, aliens who are fugitives from justice and that aliens who displace American workers.

    "There is nothing about race, nothing about religion or ethnicity in the law. If you look at the 9/11 Commission Report … immigration was the fundamental failure that enabled terrorists and not just the 9/11 terrorists, to enter America and embed themselves."

    Cutler said he found it "remarkable and infuriating" that New York City Mayor Bill de Blasio and Sen. Chuck Schumer of New York "continually go to Washington and beg for more money because New York is a prime target of terrorists which it is."

    "We've been hit multiple times and yet they ignore the 9/11 Commission Report and what all the sanctuary cities are doing is to create the potential staging areas for terrorists who are determined to carry out attacks anywhere in the United States," he said.

    "This isn't about xenophobia. We lock our doors at night to protect ourselves. When people enter the White House without authority, they add an extension to the gates around the White House and tighten security. That's all we're asking our immigration laws to do, keep out those people who threaten our lives."

    Chicago is pledging on Monday to remain a sanctuary city for illegal immigrants, joining other places across the country in defiance of President-elect Donald Trump's vow to cut off those cities from federal funding, Politico reports.

    Elected officials say they are taking the stance, because residents have told them they fear imminent deportation following Trump's election victory.

    Chicago Mayor Rahm Emanuel said in a statement that "Chicago is and will remain a sanctuary city. Chicago has been a city of immigrants since it was founded.

    We have always welcomed people of all faiths and backgrounds, and while the administration will change, our values and our commitment to inclusion will not."

    He added that those with questions or in need of legal resources can call 311.

    Illegal immigration was a central issue during Trump's campaign, highlighted by his pledge to build a wall along the U.S. border with Mexico.

    Illinois Comptroller-elect Susana Mendoza urged Republican Gov. Bruce Rauner to stand up to Trump and convince him not to halt funding.

    "As a leader of this state, the governor, and everyone in a leadership position, should be saying it's wrong," Mendoza, whose parents are Mexican immigrants, told Politico. "I would expect that the governor would say, 'that's ridiculous.' Besides moral bankruptcy, it's bad fiscal policy for the city or any city."

    In recent days other cities, such as New York and Los Angeles, have urged Trump not to withhold federal funds, Fortune reports, and vowed they would continue to serve as sanctuary cities, which means they have local policies designed to not prosecute people only for being an undocumented individual.

    Among other places that have made similar commitments are Seattle, Philadelphia and San Francisco.

    Gov. Andrew Cuomo is turning New York into its own version of Canada for Donald Trump opponents who want to flee to safe haven.

    He's offering the Empire State as a refuge to anyone who feel threatened or under attack over the next four years.

    “As New Yorkers, we have fundamentally different philosophies than what Donald Trump laid out in his campaign,” Cuomo wrote in an email to members of the New York State Democratic Committee Saturday.

    “So let me be absolutely clear: If anyone feels that they are under attack, I want them to know that the state of New York – the state that has the Statue of Liberty in its harbor – is their refuge.”

    “Whether you are gay or straight, Muslim or Christian, rich or poor, black or white or brown, we respect all people in the state of New York.”

    “It’s the very core of what we believe and who we are. But it’s not just what we say, we passed laws that reflect it, and we will continue to do so, no matter what happens nationally. We won’t allow a federal government that attacks immigrants to do so in our state.”

    President-elect Donald Trump is vowing to begin immediately deporting criminal illegal aliens as one of his first acts of office.

    “What we are going to do is get the people that are criminal and have criminal records, gang members, drug dealers, where a lot of these people, probably two million, it could be even three million, we are getting them out of our country or we are going to incarcerate,” Trump told CBS' "60 Minutes" in an interview to air Sunday evening.

    “But we’re getting them out of our country if they’re here illegally," Trump said.

    He said he will begin making a "determination" about what to do with the remaining undocumented immigrants in the U.S. after the border is "secure."

    “After the border is secure and after everything gets normalized, we’re going to make a determination on the people that they’re talking about who are terrific people, they’re terrific people but we are gonna make a determination at that,” he said. “But before we make that determination...it’s very important, we are going to secure our border.”

    Trump has seemed to back down on his promise to create a "deportation force." On Sunday, House Speaker Paul Ryan also played down that plan.
