Guadalupe Mayor Frankie Montiel said he invited Sheriff Joe Arpaio to speak to the council at the town's regularly scheduled Thursday night meeting.
Montiel said he extended the invitation in the spirit of good will.
It was nearly one year ago, in April of 2008, when a series of crime suppression sweeps in the small town of just 5,500 prompted massive protests and outrage.
Since that time, the Maricopa County Sheriff's Office threatened to pull out of the town and end its law enforcement contract.
When Montiel became Mayor, he brought a new attitude toward Arpaio.
In January, they worked out a new law enforcement contract that extends to 2010.
Montiel said Thursday night's invitation is a way to make the past "water under the bridge".
The mayor would like to move forward in a peaceful and amicable way.
But critics of the Sheriff said they plan to protest the 7 p.m. meeting.
By 4 p.m. Thursday, the Sheriff's Office had their Mobile Command Unit semi-truck in place, the bomb squad, and several deputies patrolling the area.
An MCSO spokesman said this was all a precaution, but the office's staunch critics said it was just another example of MCSO's practice of intimidation.
While ABC15 News Photographer Carlos Zaragosa and I were driving around the town, we did spot several MCSO cars and SUVs cruising the main streets, but also on side streets tucked away in the surrounding neighborhoods.
An MCSO spokesman said the sheriff's posse will be brought to the area to monitor the flow of traffic.
Meantime, a man from the Department of Justice was spotted with the sheriff's office.
On March 10, Arpaio received a letter, signed by Loretta King, Acting Assistant Attorney General with the Department of Justice.
The letter stated that the Justice Department would be conducting an investigation into MCSO.
The letter read in part, "Our investigation will focus on alleged patterns or practices of discriminatory police practices and unconstitutional searches and seizures conducted by the MCSO, and on allegations of national origin discrimination, including failure to provide meaningful access to MCSO services for limited English proficient (LEP) individuals."
The person representing the DOJ asked our news crew to contact headquarters for more information, but by that time, the office in Washington, DC, was closed due to the fact that the East Coast is three hours ahead of Phoenix time.

Hundreds protest visit by sheriff in Guadalupe

What was meant to be a peace offering from the town of Guadalupe to the Maricopa County Sheriff's Office drew hundreds of protesters Thursday night to oppose the presence of Sheriff Joe Arpaio.
Guadalupe Mayor Francisco Montiel said he invited Arpaio to speak at the town's council meeting as an opportunity to improve relations between the town and the sheriff's office.
During the meeting, Arpaio expressed interest in renewing the law-enforcement contract between Guadalupe and the sheriff's office that is set to expire June 2010.
Arpaio said Thursday that he knows he may not be popular with the people of Guadalupe but said he remains dedicated to protecting the community.
"In my heart, I cannot leave this town to the mercy of criminals," Arpaio said. "We must do everything we can to protect the people of Guadalupe."
The sheriff's presence at the meeting came nearly one year after a controversial MCSO crime-suppression operation that ended in 45 arrests, including 18 fugitives.
The operation resulted in a confrontation between then-Mayor Rebecca Jimenez and Arpaio. Arpaio at the time offered to terminate the law-enforcement contract and pull deputies out of Guadalupe.
After nearly a year of searching, Guadalupe was unable to secure alternative law enforcement.
In January, Montiel approached the sheriff to resolve the situation, and deputies remained in the town. The sheriff's office provides about 13 full-time deputies to the town.
Protesters lined Avenida del Yaqui in front of the town hall Thursday at least an hour before the meeting began.
Arpaio paid little attention to the protesters and said his main focus was protecting the community.
"Whether or not they voted for me," Arpaio said, "I'm going to do my job."
Arpaio said he wants to improve community relations with his deputies by creating programs to educate the community about gangs and other crime.

I would just LOVE to see Sheriff Joe run for governor in 2010. I wonder if he ever would consider it.
