Boehner Tries to Resuscitate Dying Border Bill

In the Speaker's lobby just off the House floor, members of Congress were full of recriminations over how the border bill had just died -- until it sprang back to life.
House leadership has announced a 3pm special conference meeting to discuss the issue and raised the possibility of additional votes before the House departs for summer recess.
The change is an abrupt shift from a decision to pull the bill and leave without a vote on it at all. According to Republicans familiar with the matter, the decision prompted a sudden and fierce backlash against Speaker John Boehner from rank-and-file members who wanted to be able to tout passage of the bill to constituents over the summer break.
In particular, members said, the House shouldn't leave without even taking a vote -- raising the prospect that the measure may come to the floor, only to be defeated as House leaders knew it would be hours earlier.
With the situation so fluid, however, a closed-door conference meeting even could prompt discussion of an alternative legislative package.
Rep. Hal Rogers (R-KY), chairman of the House Appropriations Committee, told reporters that he was at the airport and returned to Capitol Hill when he received a call that the bill might get a vote after all.
Congressman Darrell Issa (R-CA) told reporters that they plan to “stay until we vote.”
House Republicans are staying until at least tomorrow. They are meeting at 9am to discuss future plans, according to Congressman Mike Simpson (R-ID).
