Report: Brother of Dahir Adan, Refugee in Minnesota Mall Attack, Jailed in North Dakota on Drug Charges While Under ICE Detainer

Valley News Live in Fargo, North Dakota is reporting that Dahir Adan’s brother is currently jailed in Cass County, North Dakota on drug charges and that Immigration and Customs Enforcement (ICE) has issued a detainer against him.

The brother of Dahir Adan, the man shot and killed after going on a stabbing rampage at a St. Cloud, Minnesota mall, remains an inmate at the Cass County Jail and asked to be furloughed Wednesday to attend his brother’s funeral. Abdullahi Adan remains behind bars after being arrested for drugs back in June of this year in Fargo. During a traffic stop, an officer smelled marijuana, detained Adan and two other men, and subsequently found various amounts of drugs and over a thousand dollars in cash in the vehicle.

Adan also has a pending appeal with the North Dakota Supreme Court after being arrested in the western part of the state late last year, officers again finding a large amount of marijuana.

Abdullahi Adan is also part of a group of inmates suing the Cass County Jail, alleging pork had been included in their meals. As the men are Muslim, their religion does not permit them to ingest pork.

The Cass County Jail also tells Valley News Live there is an ICE (Immigration and Customs Enforcement) detainer issued against Abdullahi Adan. An ICE detainer is a request to hold a person for an additional 48 hours after their release date in order for federal authorities to decide whether or not to take them into their custody for the purposes of deportation. Jail officials say it’s not uncommon for this to be issued against someone accused of a felony, because if convicted it could change their immigration status.

Dahir Adan was a 20-year-old Somali refugee who arrived in the United States when he was a young child, probably between 1995 and 1997. He lived in Fargo, North Dakota at one time, according to Inforum.

North Dakota may have been the initial resettlement location for Adan and his family, but Lutheran Social Services of North Dakota, the resettlement agency responsible for refugees in the state, would neither confirm nor deny that possibility when asked by Breitbart News. Abdullahi Adan likely arrived in the United States at the same time as his brother as part of the federal refugee resettlement program.
Abdullahi Adan was arrested on drug charges in Bismarck, North Dakota in November 2015, Inforum reported at the time:

Two men were arrested in the Bismarck area Wednesday evening after a North Dakota Highway Patrol trooper stopped their red Mazda sedan on Interstate 94 for a traffic violation. A search of their vehicle yielded 1.75 pounds of marijuana and $1,400 cash.

The driver, Abdullahi Adan, 26, of St. Cloud, Minn., and his passenger, Semereab Tesfaye, 25, of Fargo were charged with Class A felonies and were booked into the Burleigh County Detention Center, according to a release from the North Dakota Highway Patrol.

The drugs were discovered with the help of a Bismarck Police Department K-9 unit, the patrol said.

Subsequently, in June of this year, Abdullahi Adani was arrested on additional drug charges in Fargo, after apparently being released from jail on the October 2015 drug charges.
Assistant Cass County State’s Attorney Ryan Younggren, who represented the state in today’s hearing, confirmed to Breitbart News that defendant Abdullahi Adan requested a furlough to attend his brother’s funeral in St. Cloud, Minnesota, and that request was denied.

Younggren also confirmed that the Sheriff of Cass County informed him that there is an ICE detainer on Abdullahi Adan.
