Illegal immigrants could access Medicaid benefits, report says

WASHINGTON

Most states do not verify claims of U.S. citizenship by those applying for Medicaid benefits, which creates the potential for illegal immigrants to access the program, an inspector general's report has found.

"The quality-assurance checks aren't there. That's how we see it," said Jodi Nudelman, an acting regional inspector general for the Department of Health and Human Services. "And it's our sense the people may not be aware of that."

Federal law says that, with a few exceptions, a person must be a citizen to receive Medicaid benefits. States can accept a signed declaration as proof of U.S. citizenship. Forty-six states do.

Only Montana, New York, New Hampshire and Texas require applicants to submit documents verifying citizenship.

Of the states that allow self-declaration of citizenship before accessing Medicaid, 27 did not conduct subsequent auditing that would verify an applicant's statements to be true.

One reason the federal government allows for self-declaration of citizenship with Medicaid is that it speeds access to health care.

The inspector general's report does not say how big the problem of illegal immigrants using Medicaid is, only that the potential exists. Only one state, Oregon, has conducted an audit to determine how often "noncitizens" gained access to Medicaid.

Oregon's secretary of state reviewed a sample of 812 applications in 2002 and found that 25 were not citizens. The state estimated that it would cost an additional $2 million if 1 percent of the Medicaid rolls were not citizens.

The Centers for Medicare and Medicaid Services agreed that states should have systems in place to ensure the citizenship of applicants. However, it also said that the IG's report raises only a potential problem.

"The report does not find particular problems regarding false allegations of citizenship, nor are we aware of any," CMS officials replied.

In some cases, newly arrived legal immigrants, as well as illegal immigrants, can lawfully access Medicaid, but such coverage is greatly limited to emergency care.

Well....this is obviously a serious problem that needs some serious attention which is why it is much better to just keep the door closed so they don't get inside the country and abuse American Citizens by stealing their Medicaid Benefits.

home loans, social security, food stamps, WIC women infants and children, Red Cross Aid, Salvation Army aid, ANY kind of public or private aid is going to ILLEGALS right and left.....again, when you have FALSE driver's licenses, social security cards, birth certificates, and to top it off some municipalities accept the matricula card you have catering to illegals all over the place! THEY KNOW IT< THE ILLEGALS and they tell Mommy in Mexico and brother in Honduras and Aunt in Ecuador and cousin in Colombia and sister in law in the Dominican Republic and until WE stop this crap it is just going to cost US more and more $$$$$$$$$$$$$$.

Like my wife says...don't give them jobs, education, welfare , etc and they will have no reason to come here.....but when Catholic Charities etc doles it out to them right and left what do you expect? I go by a local public health clinic...all SPANISH speakers.....coat give outs in the Denver paper are almost always Hernandez Ramirez and martinez...ILLEGALS? probably!

If you donate to not for profit charities who do you think gets the aid? ILLEGALS? Not all but many! Think La Raza and LULAC and CARECEN don't know of this...?

I called a friend of mine awhile ago and she was on the phone trying to get her mother medicaid --- I was shocked and said "she doesn't get medicade?" -- she said no .... HER MOTHER IS 94 YEARS OLD AND A CITIZEN OF THE UNTIED STATES

Hmmm? Could it be that her mother owns her own home, or other assets that SHE (AND/OR HER HUSBAND) WORKED HARD FOR....AND PAID TAXES ON..THROUGHOUT THEIR LIVES? If so, that explains it. After all, someone has to pay for the health care of the indigent and illegals! So, according to our government, the humble elderly who, in their prime, brought us back from the great depression... must pay. The choice of these salt of the earth folks (and their heirs) when faced with a costly health care crisis: Liquidate your assets or DIE.

If she liquidates her assets, she'll be forced into a long term health care facility and die there in misery.

This is outrageous!!!!!

It makes me so angry. And this is only the beginning.
