    Candidates' late push for House takes to airwaves

    In the waning days of a hard-fought campaign, the candidates in the 3rd Congressional District Republican primary are taking their cases to television, with Rep. Chris Cannon's advertising funded largely by groups that like his support for a guest worker program for immigrants.
    Cannon has bought more than $16,000 worth of airtime on cable and broadcast TV, with both ads now airing referring to his stance on immigration and emphasizing enforcement. He is likely to buy more airtime in the last weekend before the Tuesday primary.
    Cannon's challenger, John Jacob, decided just this week to go on the air, and checks were dropped off at local stations Wednesday afternoon.
    "The TV buy is going to enable us to let people know that we're in this race to win," said Ben Demke, deputy campaign manager of Jacob's campaign.
    Both sides have also upped their radio advertisement purchases, and Cannon is rushing out a radio ad with a recorded endorsement from President Bush.

    Republican, a proven defender of traditional family values," says the president's recorded message. "And in the War on Terror, Chris Cannon has stood shoulder to shoulder with our troops as they fight to defeat the terrorists abroad so we do not have to face them here in America. The people of Utah need and deserve the leadership Chris Cannon provides."
    Cannon has been a leading proponent of Bush's immigration proposal, which includes a guest worker program and earned citizenship. That support landed Cannon in hot water with some Utah voters who assail the proposals as "amnesty" for undocumented immigrants.
    In recent days, supporters of the guest worker program, particularly nurseries, have pumped $36,500 into Cannon's campaign, enabling him to buy advertising time and pour money into get-out-the-vote operations.
    Groups like the U.S. Chamber of Commerce, American Nursery and Landscape Association, and the National Restaurant Association have contributed $5,000 each to Cannon in the last week, according to filings with the Federal Election Commission.
    Jacob's campaign had produced three television advertisements, but not purchased any airtime on Tuesday. Demke said then that the campaign was focusing on direct mail and was "not convinced that TV is going to win this."
    But the campaign changed its tack, and put in a TV airtime buy on Wednesday.
    Still, neither campaign will be saturating television sets, and that is not uncommon, said Kelly Patterson, director of Brigham Young University's Center for the Study of Elections and Democracy.
    "A big part of it is it's just inefficient. You're going to be advertising to a large part of the Wasatch Front that won't be participating" in the primary, he said.
    Another reason there are not more television spots, Patterson says, is that primaries are often fought among political activists, and earning their support means using a ground-up approach, not the mass media.
    "These television ads are at a treetop level, not at the grass-roots level," Patterson says.
    Cannon's chief of staff, Joe Hunter, said the campaign's television purchase is "very targeted," running mainly on cable television news channels.
    The Cannon campaign is running three ads during the KSL-TV news and has run one on KTVX and bought two on KUTV and another on KTVX.
    It is also running 308 ads locally on CNN and Fox News, between Friday and today. But the campaign says it will soon boost the ad buy.
    Hunter said Cannon's campaign has also budgeted $31,000 on radio ads, Hunter said.
    Demke said Jacob's campaign's internal polling has Jacob running six points behind Cannon, 34-28, among likely primary voters, but the gap has narrowed.
    Hunter said it is hard to tell how accurate primary polling numbers are, and he would not disclose Cannon's internal polling numbers, but "ours certainly show a wider spread than that."


    Addressing immigration, pornography
    Rep. Chris Cannon is running two television ads. Below are the texts of the ads followed by a synopsis of his record:

    Ad one: Cannon: "I'm Congressman Chris Cannon and I approve this message." Narrator: "What Chris Cannon does in Washington, matters to Utah. It matters that Chris Cannon is fighting to pass the law to strengthen our borders and toughen penalties on illegal immigration. And it matters that our children are safer because of Chris Cannon's zero-tolerance for Internet predators, and because Chris Cannon is fighting to keep pornography out of our homes. Re-elect Congressman Chris Cannon - because (for Utah) it matters."

    Ad two: "I'm Congressman Chris Cannon and I approve this message." Female announcer: "Give me your tired, your poor, your huddled masses yearning to breathe free." Male announcer: "But Congressman Chris Cannon says only if they come here legally. That's why Chris Cannon is fighting to pass legislation to strengthen our borders and toughen penalties on illegal immigration. And why Chris Cannon would require all immigrants to carry a tamper-proof ID card, or be deported. Fighting to stop illegal immigration. (Because it matters). Re-elect Congressman Chris Cannon."

    Cannon's record: Cannon voted for a law to provide additional enforcement along the border, to make illegal immigration a felony and for the Real ID Act, which set standards for identification cards. However, he has been sharply criticized for his support for President Bush's proposal to allow workers here illegally to earn citizenship and for sponsoring legislation to allow undocumented immigrants to work in agricultural jobs. Cannon recently introduced anti-pornography legislation and has supported similar legislation in the past.
