Investigators may probe Cascade Mall suspect's citizenship status, voting record

The Cascade Mall shooting suspect, Arcan Cetin, may face an additional investigation related to his voting record and citizenship status.

Federal sources confirm to KING 5 that Cetin was not a U.S. citizen, meaning legally he cannot vote. However, state records show Cetin registered to vote in 2014 and participated in three election cycles, including the May presidential primary.

Cetin, who immigrated to the United States from Turkey as a child, is considered a permanent resident or green card holder. While a permanent resident can apply for U.S. citizenship after a certain period of time, sources tell KING his status had not changed from green card holder to U.S. citizen.

While voters must attest to citizenship upon registering online or registering to vote at the Department of Licensing Office, Washington state doesn't require proof of citizenship. Therefore elections officials say the state's elections system operates, more or less, under an honor system.

"We don’t have a provision in state law that allows us either county elections officials or the Secretary of State's office to verify someone’s citizenship," explained Secretary of State Kim Wyman. "So, we’re in this place where we want to make sure we’re maintaining people’s confidence in the elections and the integrity of the process, but also that we’re giving this individual, like we would any voter, his due process. We’re moving forward, and that investigation is really coming out of the investigation from the shootings."

The penalty for voting as a non U.S. citizen could result in five years of prison time or a $10,000, according to Secretary of State's Office.

"The penalties are very serious. That’s why we want to make sure we’re very measured, and this is why we want to make sure we’re very calm and purposeful in how we move forward," Wyman continued. "The stakes are very high on both sides. You want to keep the confidence level high, but you also want to protect the voting rights of everyone."

Wyman says while it's impossible to determine an exact number, she does not believe this case points to a larger issue.

"Our hands are kind of tied, but make no mistake, we want to make sure that everybody has confidence that people casting ballots are eligible. This is certainly going to be a topic at next legislation."

Well there you go, plenty of states do not have a procedure to check for voter fraud by non citizens and quite sure the illegals are instructed to vote by their organizations, lawyers that are actually taxpayer funded.

States with auto reg with DL you can be sure have non citizens voting as well as most states because as noted above, there are few states with laws that allows for verification.....lawmakers should bring this up to snuff NOW.

All the open border politicians & businesses knew @ this no checking, therefore all the dl's issued w/o hassle to illegals. Anyone that sneakered across the border, took a job, produced children on welfare is not in the least worried about a do nothing threat of 5yr prison or $10,000 fine because it never happens save for one or 2 states with a system in place to verify citizenship. Nor will they bother to respond to a mailing notice to be taken off the voting rolls - WHAT- they are king of sleaze, oh didn't understand etc, etc.

Time for Automatic Voter Registration in Washington State

Washington State is now the laggard in automatic voter registration on the west coast. Oregon took the first step setting up automatic voter registration when voters apply for a driver’s license. And now California has followed suit. Two east coast states have also passed automatic voter registration in 2016 – Vermont and West Virginia.

Just over a year ago on March 17, 2015 Oregon Governor Kate Brown signed HB 2177 making Oregon the first state in the nation to automatically register Oregon residents to also be voters when they either renew or first apply for an Oregon driver’s license or state identification card.
As the LA Times noted:

“Those who are registered through the new process will be notified by mail and will be given three weeks to take themselves off the voting rolls. If they do not opt out, the secretary of state’s office will mail them a ballot automatically 20 days before any election.”

NPR reported that Governor Gerry Brown in October 2015 signed their “New Motor Voter Act” joining Oregon to register voters automatically when they either renew or get a new driver’s license or California state identification card.
California Secretary of State Alex Padilla in a press release stated that:

“In a free society, the right to vote is fundamental. …
“Citizens should not be required to opt-in to their fundamental right to vote,” Padilla added. “We do not have to opt-in to other rights, such as free speech or due process. The right to vote should be no different,” Padilla added.
“The New Motor Voter Act will make voter registration a seamless process and result in the largest sustained voter registration drive in our nation’s history. As we celebrate the 50^th anniversary of the federal Voting Rights Act, Governor Brown has affirmed California’s commitment to strengthening voting rights. It is not lost on me that many states are restricting voting rights with the clear goal of preventing citizens from voting. I am proud that California is again demonstrating leadership and providing a shining example of how our nation can and should expand access to the polls,” Padilla added.”

Two legislative bills were introduced in Washington State in 2016. As reported by the HeraldNet:

Two measures, SB 6379 and HB 2682, would automatically register people who aren’t on the voter rolls but already have or apply for an enhanced driver’s license or commercial driver’s licenses.

Those who receive social services that verify citizenship or get health insurance through the state health exchange also would be automatically registered. The measure would take effect Jan. 1, 2017, and be retroactive so that unregistered voters who already have the specialized driver licenses or benefits would have their information sent to the Secretary of State’s Office, which would notify them that they can opt out. If the potential voter doesn’t respond, he or she will be automatically registered within 60 days.

Unfortunately the Washington State Legislature did not enact this legislation. HB 2682 passed in the House but died in the Senate Rules Committee. The Senate is controlled by the Republicans who do not support legislation to make it easier for people to vote. SB 6379 did not get voted out of the Senate Committee it originated in.
