Two people who drove a personal watercraft from Mexico to Imperial Beach Thursday night were arrested by the Border Patrol, but a third person escaped back into the ocean, authorities said.

The three landed on the beach near Seacoast Drive and Descanso Avenue. Agents saw the trio trying to get the battered craft back into the water, Border Patrol Agent Theron Francisco said.

He said officials at the Joint Harbor Operations Center notified agents about 9:45 p.m. that a Jet Ski-type personal watercraft with three on board was northbound from the Mexican border.

When agents approached the three, they scattered. One ran back into the ocean and swam away. Two men on shore, Mexican citizens who admitted entering the United States illegally, were apprehended, Theron said.

Agents and San Diego lifeguards searched the shore and ocean extensively, but did not find the third person. The watercraft was seized by the federal agents.
