House Resolution Calls On Border State Governors To Deploy National Guard Forces

Posted on 19 July, 2014 by clyde

Rep. Steve King (R-Iowa) has introduced a resolution calling on border state governors to deploy the National Guard to stop the influx of illegal immigrants, since Pres. Obama “never will.”

Announcing H. Res. 675, Rep. King called the flood of illegal immigrants a “presidential-caused crisis”:

“There is nothing in President Obama’s $3.7 billion request that secures our border. Even though this President has the power to close the border, I know that he never will. In fact, he refuses to do so.

“The American people must understand that this surge in illegals coming across our border is a presidential-caused crisis. This President’s lawless actions such as DACA have caused this nightmare. These actions clearly demonstrate that he is not bound by the Constitution and will not take seriously his obligation to defend our sovereign borders.

“This crisis is devastating our communities and putting the burden on American taxpayers. Right now there is an incentive for illegals to continue to pour across our border, and the only way to discourage them is to seal our border and send them back. Therefore we call upon the southern border Governors to call up their National Guard units to secure the border. This resolution also commits the United States House to funding the states for the cost of securing our border. These are the only supplemental appropriations the House should be considering.”

Rep. Walter Jones (R-NC), a co-sponsor of the resolution, said that deploying the National Guard “sends a clear message” to illegal immigrants:

Yesterday, the North Carolina congressman , which would make this request of the governors of Texas, New Mexico, Arizona, and California. It would also recognize and defend the constitutional authority of any governor to deploy the National Guard to secure the border.

“In order to resolve the crisis on our southern border, we need to strictly enforce our immigration laws – something the Obama administration has failed to do,” said Congressman Jones.

    Forms of Congressional Action

The work of Congress is initiated by the introduction of a proposal in one of four principal forms: the bill, the joint resolution, the concurrent resolution, and the simple resolution.

    Bills

A bill is the form used for most legislation, whether permanent or temporary, general or special, public or private. A bill originating in the House of Representatives is designated by the letters “H.R.”, signifying “House of Representatives”, followed by a number that it retains throughout all its parliamentary stages. Bills are presented to the President for action when approved in identical form by both the House of Representatives and the Senate.

    Joint Resolutions

Joint resolutions may originate either in the House of Representatives or in the Senate. There is little practical difference between a bill and a joint resolution. Both are subject to the same procedure, except for a joint resolution proposing an amendment to the Constitution. On approval of such a resolution by two-thirds of both the House and Senate, it is sent directly to the Administrator of General Services for submission to the individual states for ratification. It is not presented to the President for approval. A joint resolution originating in the House of Representatives is designated “H.J.Res.” followed by its individual number. Joint resolutions become law in the same manner as bills.

    Concurrent Resolutions

Matters affecting the operations of both the House of Representatives and Senate are usually initiated by means of concurrent resolutions. A concurrent resolution originating in the House of Representatives is designated “H.Con.Res.” followed by its individual number. On approval by both the House of Representatives and Senate, they are signed by the Clerk of the House and the Secretary of the Senate. They are not presented to the President for action.

    Simple Resolutions

A matter concerning the operation of either the House of Representatives or Senate alone is initiated by a simple resolution. A resolution affecting the House of Representatives is designated “H.Res.” followed by its number. They are not presented to the President for action.

Patriots this should be the basis for a new round of calls to your Senators and Congressmen. Demand that they support, with their votes and public statements HR 675. Spread the word and call.

csarbww, I support this bill, but only if the State deploying is totally in charge of its actions without federal interference! Do you know if that would be the case? I doubt that the feds would give a state that freedom.

border states should have that freedom, those border states are THE FIRST whose population is affected by illegal aliens and the crap that ALWAYS comes with them! As a matter of the citizens protection the state should also, IMO, be provided the opportunity to deport, at least deport to another of the U.S. it we cannot ship them home.

I can conceive reasons why this may produce argument about legalities. I return to the argument of, "Why the hell does legalities count, the United States of America has not enforced law on this matter since 1986, so screw American law!"

After reading that the cartels fired with 50 caliber weapons upon our border patrol last night, we need the National guard and a battalion of Marines on the border, locked and loaded.

That type of confrontation is not what these BP's signed up for. We need to give them military protection, military protection authorized to respond forcefully and fatally!

This thing with the border, because of governments refusal to do what is right, just becomes continually worse! We cannot dismiss it any longer as an argument yetto be settled. It is a war yet to be won, and there is no arguing that!
