    SAN DIEGO — Police in Tijuana forced migrants to vacate a tent city outside of a closed migrant shelter just 400 feet from the U.S.-Mexico border early Thursday morning.

    About 200 people, members of the Central American migrant caravan, slept on the street and sidewalk directly outside the Benito Juarez sports complex.

    Those people were the lone holdouts who refused to leave the area after Mexican officials shut down the shelter on Nov. 29.


    On Wednesday, Tijuana police distributed fliers to the migrants letting them know they were committing several infractions by sleeping and living in the public right of way. About 5 a.m. Thursday, municipal and federal police began transporting people to another migrant shelter in the outskirts of Tijuana.


    About 170 people left voluntarily. Police detained 24 people for either refusing to leave or consuming drugs.

    Additionally, police found four unaccompanied minors and turned them over to Mexican immigration officials, according to Marco Sotomayor, Tijuana’s secretary of public safety.


    Nobody was injured during the operation, Sotomayor said.

    At its peak, about 6,000 migrants lived in the sports complex that only had enough capacity for 3,000. When heavy rains fell on the open-air complex, it turned into a mud pit. City officials cited crammed and unsanitary conditions as the reasons for the closure.

    When Benito Juarez closed, about 3,000 migrants moved to another emergency shelter in the outskirts of Tijuana known as El Barretal.

    Those who stayed behind said they did not want to move far away from the border. Some preferred to stay in the area because they had found work nearby.
