EXTREME DANGER OF U.S.C.I.S. RUBBER-STAMPING ILLEGALS' APPLICATIONS

As you probably know, the administration and members of Congress in both houses are making it abundantly clear that no matter how many times a great majority of the citizens of the United States have made it crystal clear that they want our nation's border secured and that they do not want illegal aliens to be given amnesty under the aegis of a program such as that which is called for under the terms of "Comprehensive Immigration Reform," that they will press on with this program.

I am also quite certain that you know how adamantly I have been opposed to any such massive amnesty program for a number of reasons, beginning with my concerns about national security- to put it succinctly, there is no way that the beleaguered agency that would have to administer this ill-conceived program, USCIS (United States Citizenship and Immigration Services) could handle the massive workload that would be created.

In fact, a string of reports issued by the investigative arm of Congress, the General Accountability Office (GAO) and by the OIG, the Office of the Inspector General, the government agency that is charged with investigating allegations of nonfeasance, misfeasance and malfeasance have made it absolutely clear that USCIS demonstrates incompetence, ineptitude and, on occasion out-right corruption in its day to day work today. How in blazes could this agency run a program in which they would have to most likely process a minimum of an additional 100,000 applications each and every day, filed by illegal aliens who are euphemistically referred to "undocumented," providing these illegal aliens with lawful status in our country, and hence with official identity documents, even though there is no way of readily determining the true identities of these millions of illegal aliens?

While much is made of the background checks that each application would engender, by those who favor "Comprehensive Immigration Reform," as I have noted on ever so many previous occasions, there is a world of difference between a background check and a background investigation.

As an INS Senior Special Agent I am quite familiar with the way a background investigation is conducted. Because I held a "Top Secret" clearance, every 5 years my clearance had to be updated. This entailed a lengthy interview by one or more investigators. The interview generally lasted a couple of hours and then the investigators would head out and interview neighbors, colleagues and others they deemed necessary to interview to determine my trustworthiness.

The process took weeks or months to complete.

A background check simply requires that the fingerprints submitted by the alien applicant be run through a database to look for known matches in criminal or immigration files. A criminal or terrorist who had never been arrested in the United States would not be discovered by this process since generally only United States databases are queried. Additionally, the background check requires that the name the alien provides would also be run through a database, looking for names that relate to criminals, terrorists or those with previous immigration backgrounds.

If an illegal alien who ran our nation's border provides a false name, it is a virtual certainty that this background check would not pose a problem for the criminal or terrorist seeking lawful status in our country as an embedding tactic. This is precisely how most of the terrorists have been found to operate- they seek to gain lawful status to eliminate the potential threat that they might be discovered. They also want that lawful status to gain employment and a driver's license. Remember, as I have often noted, including when I have testified before Congress, a day or two before a terrorist participates in a terrorist attack he (she) is likely to hide in plain sight by going to his (her) job!

Now we have the Zogby Poll as reported on by Steve Camarota, the Director of Research at the Center for Immigration Studies, making it clear that citizens of Mexico would be encouraged to seek to violate our nation's borders to enter the United States to seek unlawful employment. As you may know, I have been affiliated with the Center for Immigration Studies for about 7 years.

Here is a link to the entire report that Steve prepared. http://www.cis.org/articles/2009/zogby.pdf

Here is something for you to consider. If an alien runs our borders he leaves no record as to when, where or how he entered the United States. This means that aliens could easily enter our country long after any cutoff date that a Comprehensive Immigration Reform program might establish and fraudulently claim to have been in the United States for the requisite period of time.

Again, remember that there is no way of knowing the true identity of these millions of illegal aliens. Also recall that the overworked employees of USCIS would be under extreme pressure to keep the bureaucratic conveyor belt moving just as Lucy and Ethel of "I Love Lucy" attempted to keep up with the morsels of candy flying at them at "warp speed" in that hilarious episode of that pioneering sit-com in the 1950's and 1960's. Lucy and Ethel started out attempting to wrap the candy as the conveyor belt began moving them towards them at the bonbon factory. Suddenly the belt picked up speed and in order to keep up they began stuffing the candy down their blouses and tried eating them, but to no avail!

Hapless bureaucrats at USCIS could not eat the applications nor could they attempt to shove them down their shirts or blouses! The only way of keeping up with the pace of the avalanche of applications would be to rubber-stamp them with approval stamps!

What else could the adjudicators do? Identity theft is often committed by illegal aliens seeking employment in the United States, and, in fact, the GAO just released a report about the growing problem of identity theft associated with employment and with fraudulent tax returns, yet, remarkably, the report barely noted that illegal aliens often commit identity theft!

Here is the link to that GAO report that was issued last month. http://www.cis.org/articles/2009/zogby.pdf

As an INS special agent I often found that the illegal aliens I arrested had multiple identity documents in their pockets in a number of different names. I used to say that it was easy to distinguish a "good guy" from a "bad guy"- a good guy gets up in the morning and goes through his stuff to decide on what to wear that day, while a bad guy goes through his stuff to figure out who he wants to be that day!

How would a USCIS adjudicator resolve a situation where an illegal alien claimed to have paid his electric bill under one name, his gas bill under another name, his rent under yet another name and then provides one or more false names as names he claimed to have worked under? Remember, there would be no time to contacting landlords or employers, the clock would be ticking (loudly) and the bosses at USCIS would be under extreme pressure from their bosses to keep the paper moving!

The easiest solution- approve the application and move on!

This is, in part, in my opinion why during the amnesty of 1986 the originally estimated illegal alien population of no more than 1.5 million that would avail itself of the opportunity to gain lawful status ultimately ballooned to somewhere close to 4 million!

Now the estimates as to how many illegal aliens are living in our country range from 12 million to 20 million. Let us presume that the lower number is accurate (I don't believe this is the case- but for the sake of argument let us consider it to be fairly accurate.) If what occurred in 1986 occurs again, if our country is betrayed by member of the administration and the Congress and Comprehensive Immigration Reform is implemented, then we could expect that 12 million would quickly become 24 million or even 36 million!

If you doubt this- look at the Zogby Poll results. Millions of citizens of Mexico and many other countries would, no doubt swarm our borders seeking to fraudulently claim to have resided in the United States for the requisite period of time. The bureaucratic system would implode, crushed by the weight of the paper!

Those of you who are familiar with my commentaries know how much I love to use analogies, so here is something I hope helps you to visualize precisely what I am describing:

All of us are familiar with how people will attempt to cram themselves into a completely full elevator car even though another car quickly opens its doors a few feet away. In the worst case, the car into which these human sardines are attempting to wedge themselves will also return in just a few minutes, yet you could easily imagine that the elevator car they are so eager to enter will be the last one to ever show up!

If too many people do get into that elevator it may get stuck or, worse, it might plummet to the basement!

For the would-be illegal aliens the pressure to get across the U.S. border would be truly intense. These aliens know that they must make it across the border in order to file for amnesty. If they make it, they would then be allowed to bring their families to the United States legally! Not unlike that overcrowded elevator, the immigration systems would be so overwhelmed that any semblance of integrity would simply evaporate. In a manner of speaking, the entire system, I fear, would crash and burn!

Imagine the chaos on the border! I cannot imagine what the conditions would be like for our Border Patrol Agents!

Meanwhile consider these bullet points:

"An overwhelming majority (69 percent) of people in Mexico thought that the primary loyalty of Mexican-Americans (Mexico- and U.S.-born) should be to Mexico. Just 20 percent said it should be to the United States. The rest were unsure."

"Also, 69 percent of people in Mexico felt that the Mexican government should represent the interests of Mexican-Americans (Mexico- and U.S.-born) in the United States."

Think of the implications that this has for our nation!

If that statement is accurate, I am concerned that we could easily wind up with millions of voters who would vote for candidates that were viewed as being important to Mexico's objectives rather than the objectives of the United States!

Open borders advocates often talk about how our nation is a "Nation of Immigrants." Certainly I relate to that statement- my mother came to the United States a few short years before the onslaught of the Holocaust. When she came to the United States as a teenaged girl she was thrilled to be in the United States. Her first order of business was to learn the English language and become a United States citizen! She had fled an oppressive country (Poland) where, just a few years later, her mother, (my grandmother for whom I was named) would be killed because of her religious beliefs.

My mother and so many of those who immigrated to the United States back then had no desire to associate themselves with the country they had fled. Their allegiance to the United States was total and unwavering.

My dad was born in the United States but his parents and most of his siblings entered the United States not long after the turn of the last century having fled from Tsarist Russia seeking their share of the "American Dream." When the Great Depression plunged America into an economic nightmare, my dad's family never even gave any thought to leaving the United States- for them, this was their country and they wouldn't have left it for anything!

My grandfather, for whom I was also named, also made learning the English language his priority as was taking the oath of citizenship as soon as he was eligible!

So, as for this country of ours being a "Nation of Immigrants- here is how I see it- the difference between and immigrant and an illegal alien is comparable to the difference between a houseguest and a burglar!

If you find yourself to be in agreement with this commentary, I ask that you forward it to as many of your friends and family members as possible and encourage them to do the same.

In less than two years each and every member of the House of Representatives is up for reelection. In less than two years more than one third of the members of the United States Senate will have to face their constituents. They need to be reminded that they work for us, We the People!

However, the practice of good citizenship does not end in the voting booth, it only begins there. The large scale apathy demonstrated by citizens of this nation has emboldened elected representatives to all but ignore the needs of the average American citizen in a quest for massive campaign funds and the promises of votes to be ostensibly delivered by special interest groups. There is much that we cannot do but there is one thing that We the People absolutely must do- we must stop sitting on the sidelines!

The collective failure of We the People to get involved in making our concerns known to our politicians have nearly made the concerns of the great majority of the citizens of this nation all but irrelevant to the politicians.

I implore you to get involved!

If this situation concerns you or especially if it angers you, I ask you to call your Senators and Congressional "Representative. This is not only your right- it is your obligation! You need to politely but pointedly, demand to know what they are doing to protect our nation. You need to ask them how they are protecting you and your families. You can also forward this commentary to them.

All I ask is that you make it clear to our politicians that we are not as dumb as they hope we are!

We live in a perilous world and in a perilous era. The survival of our nation and the lives of our citizens hang in the balance

This is neither a Conservative issue, nor is it a Liberal issue- simply stated, this is most certainly an AMERICAN issue!
