A convicted sex offender who was deported twice, but returned to settle in Natchitoches Parish, was caught again after officials became suspicious when he made a complaint to the Natchitoches Parish Sheriff's Office, according to a release.

Fransico Rios, 26, of the 100 block of Francis Street in Natchitoches, was convicted in 2009 of a sex offense involving a juvenile, according to the office. "After Rios was convicted he was deported but returned somehow to the United States in June of 2010 following his second deportation without citizenship authorization," reads the release.

He settled in the Natchitoches area, but failed to register as a sex offender. He'd been in the area since 2010 and, at some time, made a complaint to the sheriff's office about an unknown issue. That complaint got the attention of sheriff's detectives.

Detective Winfred McDowell of the NPSO Sex Offender Unit contacted the U.S. Marshal's Service, requesting their help. A warrant eventually was issued for Rios, and he was arrested by deputies and marshals on Wednesday morning.

He was booked into the Natchitoches Parish Detention Center, charged with failure to register as a sex offender. He remains in jail because a hold has been placed on him by the U.S. Immigration and Customs Enforcement.
