A district court has issued a temporary restraining order preventing the city of Farmers Branch from implementing or beginning enforcement Friday of a controversial ordinance banning apartments from renting to illegal immigrants.

Judge Bruce Priddy of the 116th District Court issued the order Thursday morning in response to a request from attorneys for Guillermo Ramos.

Mr. Ramos, a Farmers Branch resident and real estate agent, sued the city in December, alleging the city violated the Texas Open Meetings Act by debating and deliberating on the ordinance behind closed doors and then voting on it before residents had a chance to view the wording of the ordinance and have their say.

The restraining order is effective until Jan. 22, when a court hearing is scheduled on a request in the same case for a temporary injunction until the case goes to trial.
