Marco Rubio: Illegal Immigration not "Plague of Locust"

Piggybacking off his speech on Tuesday night, Senator Marco Rubio (R-Fla.) reiterated his vision for the future of the Republican party on Wednesday which includes better immigration rhetoric that doesn't compare the issue to a "plague of locust."

"When you talk about illegal immigration, you're not talking about plague of locust, you're talking about people," Rubio said at POLITICO's Playbook Breakfasthttp://global.fncstatic.com/static/v...ernal-link.png regarding the need for a change in the party's immigration rhetoric.

Rubio said the Republican party "allowed itself to be positioned as the anti-illegal immigration party" and believes the party must make a change.

"We certainly are against illegal immigration...but what we really need to be is the pro-legal immigration party," he said.

How?

"By being it. By basically putting out concrete positions like I intend to do and others intend to do to show that we are proud of the fact that every year 1 million people immigrate to the United States legally and permanently," Rubio said.

The Cuban American, already a favorite to contend for president in 2016, also gave his thoughts on why the GOP lost the Latino vote in this past election by over 40 percentage points.

"The Hispanic voter, number one, is not monolithic. Number 2, there are a large number of Hispanics living in this country who also happen to be liberal Democrats, and there is nothing [Republican presidential candidate Mitt] Romney and [vice presidential candidates Paul] Ryan could have done to change that," he said. "There is a significant number of Hispanic voters who vote for the candidate not the party. I think there are a lot of things that have happened before this ticket came together that hurt our opportunity to do it."

Rubio emphasized the challenge before the Republican party is not about changing core party principles.

"The challenge for the conservative movement, the challenge for every movement in American politics is to apply your principles that as a conservative I believe are tested and proven by time and history, applying those principles to the 21st century," he said.

Ultimately, he believes the 21st century voter is looking beyond party politics.

"The fastest growing group of voters are voters that vote for candidates not parties," Rubio said."And what they're looking for are people that understand the issues and the anxieties that they face and the hopes that they have and then offer real and concrete policy solutions."

Let me get this straight. What you wanted to say Mr Rubio is that this illegal invasion is a plague of locust. No problem everybody knows it, and none want them here.
If you tried to say, we the American people have to change the way we think in reference to this plague; you are absolutly wrong. We don't want to be part of your flip flops.

Florida Sen. Marco Rubio believes there is a good chance that immigration reform laws that include a path to citizenship will be enacted by the end of President Barack Obama's second term.

Asked by Politico's Mike Allen at a "Playbook Breakfast" in Washington about the likelihood "that Congress has passed and the president has signed some pathway to citizenship for current illegals," Rubio responded that it's "more than 50/50." But Rubio (R-Florida) cautioned repeatedly that there is still a lack of consensus on the details of a reform package, including what to do with the 11 million undocumented immigrants in the U.S.

"I certainly believe that portions of immigration reform can be dealt with quicker than others but my hope is that for the good of this country we will have dealt with that issue," he said

Many expect Rubio to be a key player in the debate over immigration reform next year in Congress. This year he attempted to pass an alternative to the DREAM Act that would have provided legal status, but not a special pathway to citizenship, to certain young undocumented immigrants. That effort stalled when Obama enacted the deferred action program this summer.

Rubio is also seen as a prime candidate to run for president in 2016, although he told Allen that he has not made up his mind about whether he will.

When it comes to immigration though, Rubio stated that he would rather tackle the problems with the nation's laws – border security, employer verification, guest worker programs, and the undocumented population including DREAM Act kids -- in a "a comprehensive package of bills" and not necessarily as a single piece of legislation. Addressing each portion individually, he said, would make it easier for each element to pass through Congress.

Rubio acknowledged that finding a solution on the details of immigration reform could get messy. He said he has heard complaints from some immigrants who came to the U.S. legally who are "troubled" by the prospect that undocumented immigrants get a path to citizenship. And in the past, labor unions have opposed guest or temporary worker programs.

"This is going to take a while. There is no magic solution to this, or it would have been done a long time ago," he said.

Rubio said he wants the Republican Party to engage with the effort in order to recast its hostile image on immigration into a friendlier one and had some choice advice for some on the right about the subject.

"When you talk about illegal immigration, you're not talking about a plague of locusts. You're talking about people," Rubio said. "That's why it's such a big issue in the Hispanic community. It's not just a statistical issue."

Rubio also took a chance at the breakfast to take another stab at guessing the earth's age, which is part of a debate over the teaching of creationist thought in public schools.

"I'm not a scientist, man," he told GQ Magazine earlier this month, adding that the age of the earth is "one of the great mysteries."

This time around, he acknowledged what scientists have long said: that the earth is approximately 4.5 billion years old.

"There is no scientific debate on the age of the Earth, it's established pretty definitively, it's at least 4.5 billion years old," he said.

Rubio said he was acknowledging a "theological debate" and that the age of the earth as determined by scientists does not conflict with his religious views. He chalked up his original answer to GQ to being startled by the question after a long back-and-forth with the interviewer about hip-hop music.

"I'm not a robot, I guess I was caught off guard," he said.

Rubio, an opponent of same-sex marriage, also said that he believes homosexuality is a sin.

"I can tell you what faith teaches and the faith teaches that it is," he said.

Rubio simply another opportunist who would go with either party if and when it benefits him, a professional politician who has accomplish little but the press will regard as "historic".

I for one after voting past 20 years conservative will go with a third party candidate or not vote at all if the GOP continues to select rino's. The GOP must begin educating it's leaders on what America is they seem not to know or simply don't care.

Where are the seagulls when they are needed?

I started doing a little locust research and I have discovered that they appear to have sort of "gang culture" and consume everything in their paths. Interesting that Rubio would compare illegal immigration to locusts. JMO

Alfred Hitchcock showed it as a large flock of seagulls zeroing in on a town in "The Birds." The Bible describes it as a plague of insects riding on the wind and eating all things in the land of Egypt. Now, scientists have finally figured out the exact moment when a jumbled swarm of creatures becomes an organized, unified, and sometimes terrifying, mass.

Examining a group of desert locusts, researchers found that at low densities, the insects were unorganized and went their separate ways. But when the group's density increased, the bugs fell into an orderly line and began to follow the same direction.

This understanding could help control pests that destroy crops and spread disease.

The mechanisms behind the quick transition from chaos to order is also pertinent to understanding how animals that take advantage of such group dynamics forage, migrate, and flee from predators.

"Collective motion is everywhere around us," said study leader Jerome Buhl at the University of Sydney, Australia. "We are all familiar with the sight of ants forming endless lines on their trails, cloudshttp://images.intellitxt.com/ast/adTypes/icon1.png of birds or fish schools moving in a perfect synchrony and even humans at the busy hours of an underground station or of a ring road."

Lights, camera, action

Theoretical models had previously predicted that animals go through a phase transition that goes from disorder to order when trying to align with their neighbors.

Buhl and colleagues decided to put the idea to the test by placing locusts in an arena and filming them as they joined each other to form a group.

When there were a few of them together, they did not coalesce. As the group grew to 10 to 25 members, the locusts got closer to each other, but still did not move in unison.

It was only when the researchers placed about 30 locusts in the arena that the insects fell into a line and started moving in the same direction.

They had reached their "tipping point."

"The main advantage seems to be that it is safer to gang together than try to go it alone," said study team member Stephen Simpson, also from the University of Sydney. "When population density increases to the extent that you can no longer remain inconspicuous on your own, you are safer from predators in a crowd. Once you are in a crowd, you must keep moving to find food—or become food."

Marching to the same beat

The march of the locusts is a bit of a mystery since they have no leader and each one can only communicate with close neighbors.

"Locusts are not displaying any behavioral sign of communication when marching," Buhl said. "Most probably, their interactions mainly rely on vision and physical contacts—but this is something we are going to test in detail in the future."

And they're not the only ones. Signs of organization can be seen throughout nature.

"In some situations, humans as animals can find themselves navigating through crowds in which they cannot perceive what is going on at the other end of the group, much like any animal in the middle of a large group," Buhl told LiveScience.

Previously, researchers applied similar theoretical models to simulate dense pedestrian flows, traffic jams, and other observable groups.

"It is a fascinating thing to try to determine general principles of organization in very different systems at very different scales and find out that these systems share common properties," Buhl said.

The study is detailed in the June 2 issue of the journal Science.
