The Obama administration was quick to tamp down talk that it's prepared to grant amnesty to millions of illegal aliens in this country by executive fiat.

"(N)obody should mistake deliberation and exchange of ideas for final decisions," went a statement from U.S. Citizenship and Immigration Services (USCIS).

So, why is the administration even discussing plans that would openly flout immigration law and encourage more illegals to trek across our borders?

The USCIS draft memo is astounding for its lawbreaking language. There's talk of providing "relief" for illegal aliens, delaying the deportation process -- "deferred action," it's called -- and simply giving illegals green cards.

So, why have immigration laws at all if the executive branch feels such a compulsion to freelance them? The memo blames "the absence of comprehensive immigration reform." So, what can't be passed by Congress is fair game for executive diktat?

"It's amnesty or bust," says W. James Antle III, associate editor of The American Spectator. He says the memo -- no matter if it's "mid-level bureaucrats engaging in a brainstorming session" -- "captures the essence of an administration approach to immigration enforcement."

That would be nonenforcement. And those even discussing it should be fired.
