Governor signs bill recognizing consular IDs

CHICAGO - Gov. Rod Blagojevich signed into law Friday a measure requiring state and local governments in Illinois to officially recognize the identification cards issued by foreign consulates and used by immigrants.

The cards are especially used by undocumented Mexican immigrants, and they're often referred to by the Spanish word "matricula." They can be used to open bank accounts, establish credit or prove identity with police, officials said.

"If you are an immigrant and you are here in Illinois (the consular card) can help you get basic things you need to raise your family - whether it be electricity, be able to turn your gas or water on, open up a checking account or a savings account," Blagojevich said. "Even simple things like being able to rent an apartment - having an ID is critical for the day-to-day struggles that working families face."

The consular ID cards cannot be used as a driver's license, to register to vote, to qualify for benefits, or as proof of residency or immigration status. The measure becomes effective Jan. 1.

The Mexican consulate said it has issued just under 500,000 of its matriculas in Chicago since 2002. Other countries also issue versions of the consular cards.

Cities and police departments around the country already have measures recognizing the consulate cards as a form of identification.

The Treasury Department allows financial institutions to accept the consulate cards - and nearly 70 financial institutions in Illinois do so, according to the governor's office. They are especially widely used in Chicago and Cook County.

Opponents of the cards say they help undocumented workers stay in the United States illegally. Some have also raised security concerns and maintain the cards are too fraud-prone.

This attitude is the reason the USA has not agreed to the Kyoto Treaty on the Environment.

The USA as all countries involved in the Kyoto Treaty were required to maintain and begin emissions reductions.

All signed but the USA.

Yes, it would cost our industries environmental pollution control equipment, but this would have been a worthwhile endeavor for our country to assist them by paying slightly higher prices for products or even using a small portion of our burgeoning national debt to assist them with low cost financing and grants.

The result would have been cleaner industries; cleaner air; a healthier environment; a safer planet.

It would also have restricted development and population growth and needless loss of habitat of essential wildlife and lands and forests in our nation.

The latter is clearly the reason Bush One was opposed to the Kyoto Treaty. With his plan that we now understand was a One World Government, a New World Order, a GMO World, a "Transactions World", a "World by the Numbers"....he had no intention ever of signing the Kyoto Treaty.

Population growth is his game; Population is Bushey Bomb's game; Population is the US Senate game; Population is the House of Representatives game; Population is the US Supreme Court game.

Population at any price; at any cost; is the end of the US and the World.

An overpopulated nation enriches the top elite that control everything. An overpopulated world starves the masses while enriching the top echelon that caused it.

Think of an Ant Hill and the social structure of the Colony.

That is the dream; that is their goal; and that is the Fast Track Agenda of George W. Bush and its Globbie Crones.

Academians who think they've pulled a big one and who see rising volumes of foreign nationals in their educational system requiring expansion of that system think dollars will end up in their pocket with raises and new self-importance. Ant Hills don't pay their teachers. Your pink slip is coming.

Businesses who are part of the US Chamber of Commerce, think their profits will increase and their pockets will fill with new "transactions". Ant Hills don't pay for "transactions". Your pink slip is coming.

Ant Hills and the Colony are governed by a social order that we know as Socialism and Communism.

They are the economic systems used to control the masses when a renegage government decides such tactics are necessary to prevent starvation when there are too many people and not enough resources to sustain them.

We have already exceeded a world population that the farmlands of the world can no longer support.

Every acre of land converted to pavement shrinks that food supply.

We have already exceeded a world population that the forests of the world can filter and clean to provide fresh air to breathe and sustain life on the planet.

Every acre of forest converted to pavement shrinks that air supply.

We have already exceeded a world population that the fresh waters of the world can supply with clean safe water to drink and sustain life on the planet.

Every acre of land and forest converted to pavement shrinks that water supply.

For too long, Americans have held the belief that "science" will solve these problems. We have pushed the envelope beyond their ability to do so.

You can not create land where there isn't any.

You can not create fresh air where there is none.

You can not create fresh water when there is no more.

This President wants more immigration which means more people. If the USA couldn't sign the Kyoto Treaty almost 20 years ago, it will NEVER be able to sign the Kyoto Treaty on its current path.

Is the Kyoto Treaty important? Is it the right document? At this point in time, who knows what our government has done or created or positioned.

Is an agreement among nations to curb environmental pollution necessary?

Why.....yes, it is. Quite necessary in fact if our mission as Custodians of this Planet we call Earth is: To Survive in an Acceptable Manner.

WE pollute our own breathing space and our own fresh waters to protect the earnings of the polluters in the name of jobs for 20 years then give those same jobs up in a 63 minute VOTE on July 27, 2005.

If that has become the Logic of the American Government, which it clearly has, then we are in greater danger than we can possibly imagine.
