Green Card Chief Calls for End to Chain Migration and Visa Lottery

Director for U.S. Citizenship and Immigration Services (USCIS) Lee Francis Cissna wrote an op-ed for the Capitol Hill publication The Hill today that calls on Congress to end Chain Migration and the Visa Lottery.
USCIS is the agency that issues all green cards to foreign nationals.
In his op-ed, Director Cissna called for a merit-based immigration system similar to the in the RAISE Act introduced by Sens. Tom Cotton (R-Ark.) and David Perdue (R-Ga.).
Our immigration system is failing. In orderto effectively protect United States citizens and promote their interests, we must pursue an immigration policy that recruits the best and brightest to our country.
When considering who to invite into our country as immigrants, our nation should focus on people’s merit: their skills, education and what they can contribute. Not luck or lotteries.
By prioritizing the admission of immigrants based on factors like educationand professional skill, we can maximize the beneficial impact of each immigranton our society.
