    Asheboro, NC -- North Carolina's community college system is trying to figure out whether to change its policy barring the admission of illegal immigrants.

    A state community college board committee meeting in Asheboro planned to receive Thursday a report from an outside consultant examining the issue. The Maryland-based JBL Associates also was expected to make policy recommendations.

    A system spokeswoman said the full board will receive the report Friday but isn't expected to discuss its contents until later.

    The study was approved by the North Carolina Board of Community Colleges last November.

    The community college system decided in November 2007 that its 58 campuses must admit illegal immigrants. But the system reversed the decision six months later after a letter from the state Attorney General's Office. The policy is among the most stringent in the country.

    Federal officials said later it was up to each state to decide who can be enrolled.

    ASHEBORO, N.C. — North Carolina's community college system is trying to figure out whether to change its policy barring the admission of illegal immigrants.

    A state community college board committee that met in Asheboro Thursday received a report fom an outside consultant examining the issue. Maryland-based JBL Associates made no recommendations in the 136-page report but outlined options for the system.

    The community college system decided in November 2007 that its 58 campuses must admit illegal immigrants. But the system reversed the decision six months later after a letter from the state Attorney General's Office.

    Federal officials said later it was up to each state to decide who can be enrolled.

    JBL examined how 11 other states handle enrollment of illegal immigrants and found that California, Illinois, New Mexico, New York and Texas allow them enroll and pay in-state tuition. Meanwhile, Arizona, Colorado, Florida, Georgia and Virginia charge them out-of-state rates, and South Carolina denies them admission.

    The report noted that out-of-state tuition would cover the cost of instructing a student at every campus except Pamlico Community College in Grantsboro. On average, the state could net $1,680 off each illegal immigrant that enrolled full time.

    Wake Technical Community College could make $1,795 by enrolling an illegal immigrant, while Durham Technical Community College could make $2,106 and Fayetteville Technical Community College could make $2,748, one of the highest returns statewide, according to the report.

    A system spokeswoman said the full board would receive the report Friday but isn't expected to discuss its contents until later.

    RALEIGH

    North Carolina's community colleges would net an average of $1,680 a year per student if they admitted illegal immigrants and charged them out-of-state tuition, according to a consultant's report released Thursday as the board overseeing the 58-campus system examines its policy barring illegal immigrants.

    North Carolina community colleges collected an estimated average of $5,344 in local and state appropriations per full-time, year-round student, while out-of-state tuition for those students was $7,024 in 2006-2007, according to the report provided to a committee of the State Board of Community Colleges meeting in Asheboro.

    "Among some groups, one concern about the admission of undocumented students to community colleges is the cost to taxpayers," the report said. "Estimates revealed that overall there is no public subsidy for students paying out-of-state tuition."

    The country's third-largest community college system has changed its illegal immigrant admission policy four times since 2000. The new look at whether to admit illegal immigrants comes at a time that laid off workers are jamming classrooms.

    Community college enrollment grew by 15,000 new students since the new academic year started last fall to more than 800,000 students. The average age is 32, and more than two-thirds of students work and attend classes, underlining the fact that the community colleges are seen as a springboard to better jobs.

    But North Carolina also has one of the country's largest populations of illegal immigrants with about 350,000, according to a report this week by the Pew Hispanic Center.

    The report describes three ways for how the community colleges should treat illegal immigrants without suggesting a preferred option:

    •Open admission at low cost. This option was "related to a more educated populace, increased tax revenues, and decreased spending on social programming and law enforcement," the report said, but also risked being challenged in court.

    •Open admission at high cost. More complicated because illegal immigrants had to be verified for tuition purposes, but wouldn't cost taxpayers.

    •No admission. "Reduced access to higher education lowers high school completion rates, which can lead to lower salaries and decreased tax revenues, and to increased social welfare costs," but no added cost to taxpayers.

    The full community colleges board will receive the report Friday. Scott Ralls, the system's president, had not had time to review the report and had no immediate comment, spokeswoman Megen George said.

    The current no-admission policy was adopted last May as Attorney General Roy Cooper warned of a potential challenge to a 2007 decision to open community college doors to illegal immigrants. Cooper sought guidance on whether admitting illegal immigrants violated federal law and in July the Department of Homeland Security said the issue is up to states. The community college board decided in August to keep barring illegal immigrants and to hire the consultant to study the experience of 11 other states.

    That sidelined the issue during last year's election campaigns. Republican candidate for governor Pat McCrory had accused Democrat and eventual winner Beverly Perdue of allowing illegal immigrants to attend community colleges. Both Perdue and McCrory said publicly that they had opposed the open-door policy.

    This year, state legislators have proposed legislation that would prohibit illegal immigrants from attending state community colleges and universities, as well as others to prevent the public universities and community colleges from determining the immigration status of potential students.

    Despite the ban, exceptions for students studying in GED programs or for refugees and other federally qualified immigrants meant 111 illegal immigrants enrolled in North Carolina community colleges during the 2007-2008 year, each paying out-of-state tuition.

    The 16-campus University of North Carolina system enrolls illegal immigrants if they have graduated from a U.S. high school, pay out-of-state tuition and do not receive government financial aid. Their admission also counts against a cap limiting out-of-state students to 18 percent of each campus's freshman class, UNC System spokeswoman Joni Worthington said. There were about 30 illegal immigrants enrolled last fall among the 215,000 students attending the state's public universities, she said.

    No admission. "Reduced access to higher education lowers high school completion rates, which can lead to lower salaries and decreased tax revenues, and to increased social welfare costs," but no added cost to taxpayers.
    BUT, "no admission" would reduce a big incentive to illegally sneak into our country or overstay visas, which would help decrease the tax burden on taxpayers (if less illegal immigrants were here). It's not rocket science.

    Also, it would free up more college seats for American citizens and legal residents.
