in hour two, Rick says he got some info from an informant that he knows, and trusts. this person talked to an ICE agent over the weekend and said that the reason the law enforcement officials are prosecuted have to do with trying to appease mexico so that the US can get mexico to send back criminals who face the death penalty.

This person also said that if ANY LAW ENFORCEMENT OFFICIAL, local, state or federal shoots an illegal they will be prosecuted UNLESS there are TEN witnesses and an official from the Mexican government says its a clean shoot.
