    Honduran teens who joined migrant caravan killed in Mexico

    MEXICO CITY (Reuters) - Mexican authorities are investigating the deaths of two Honduran teenagers killed in the border city of Tijuana last weekend after joining a migrant caravan in October headed for the U.S.-Mexico border, officials said on Wednesday.

    The two youths, believed to be about 16 or 17 years old, showed signs of having been stabbed and strangled.


    Mexican President Andres Manuel Lopez Obrador told reporters on Wednesday that his government will seek “fair treatment” for migrants, and he said his interior minister will flesh out later in the day how security at the border with the United States will be bolstered.


    “We have to maintain an immigration policy rooted in the defense and protection of human rights,” Lopez Obrador said at his morning press conference, emphasizing the right to seek asylum.


    The Honduran ambassador in Mexico, Alden Rivera, said earlier that the two dead migrants left the violent city of San Pedro Sula on Oct. 13.

    It could not be determined immediately if the victims planned to apply for asylum.


    More than 2,000 mainly Honduran immigrants who traveled with the caravan remain in a shelter in Tijuana, Lopez Obrador said on Wednesday. U.S. President Donald Trump has insisted that they will not be allowed into the United States, but a few asylum seekers have already crossed the border.


    The killings will likely fuel criticism of a policy proposal that Mexico and the United States discussed earlier this year to have Central American migrants wait in Mexico while their asylum claims are processed.

    The proposal would likely face legal challenges in the United States. Mexican officials have not confirmed if the plan is currently under discussion.

    3 Arrested in Killing of 2 Honduran Migrants in Tijuana

    Three people were detained in the killing of two young Honduran migrants in Tijuana, authorities said Wednesday, and Mexican media reported the victims had come to the border city across from San Diego as part of the caravan of more than 6,000 people that arrived last month.

    Baja California state prosecutors said in a statement that the victims were slain in an apparent attempted robbery Saturday after leaving a shelter for underage migrants. Their bodies were later found in an alley in central Tijuana with stab wounds and signs of strangulation.


    The statement said the victims were apparently around 16 or 17 years old, and another youth with them was able to escape.


    Authorities arrested two men and a woman Tuesday on suspicion of murder and other charges.

    Honduras' Foreign Ministry said in a statement that the Honduran minor who survived had suffered "serious injuries," and expressed concern for his safety. It offered condolences to the families of the victims and urged Hondurans not to risk the migratory route "where they are exposed to becoming victims of trafficking gangs."

    With U.S. authorities processing only about 60 to 100 asylum claims per day at the San Diego border, and some 3,000 people already in line to make claims before the caravan arrived, the migrants are facing wait times of months.


    That has raised concerns about Tijuana's ability to handle the large number of people in overflowing shelters, as well as security concerns amid rising violence.


    Baja California state currently has one of Mexico's highest homicide rates — 63.57 per 100,000 inhabitants, according to preliminary Interior Department figures for 2018 with data tabulated through late November. That's up from 58.11 per 100,000 inhabitants last year and 23.56 in 2015.

    Police also reported that two unknown people launched a tear gas canister into a Tijuana event venue that had been turned into a temporary shelter for migrants on Tuesday night. There were no injuries or damage to the facility.
