ICE arrests suspect accused of murder and attempted murder in Quebec

Man is listed as one of Quebec's ten most wanted fugitives

NEW YORK - Special agents from U.S. Immigration and Customs Enforcement (ICE) have apprehended Kushi Samuels, a Canadian citizen wanted for murdering one person and badly wounding two others in a 1995 Montreal, Quebec shootout. Samuels is listed as one of the Top Ten Fugitives in Quebec. He was apprehended by ICE agents from the New York City office of investigations Monday night in Brooklyn. The United States Marshals Service assisted ICE during the operation.

ICE received information from the U.S. National Central Bureau (the U.S. office) of INTERPOL that Samuels might be living in Brooklyn and agents launched an intensive investigation to locate the suspect. After agents located Samuel's residence, a warrant was issued for his provisional arrest pending extradition to Canada. He was apprehended without incident on Lenox Road in Brooklyn.

"Apprehending dangerous foreign fugitives hiding in the United States is a top priority of ICE and our international law enforcement partners, including Canadian authorities and INTERPOL," said Peter J. Smith, special agent in charge of the ICE office of investigations in New York City. "It is in the interest of public safety and justice around the world to capture and return wanted fugitives to their native countries to face justice."

On May 09, 1995, a warrant was issued on Samuels in the judicial district of Montreal, Quebec, Canada for one count of murder and two counts of attempted murder. According to information provided by Canadian authorities, Samuels was involved in a shooting on April 22, 1995 at a reception hall in Montreal, Canada. He allegedly opened fire on the people on the dance floor. The shooting resulted in the death of one victim and serious injury to two others, including one victim who was permanently paralyzed from the waist down. Samuels appeared Tuesday afternoon in United States District Court for the Eastern District of New York on an initial appearance based upon the provisional arrest, and will thereafter face extradition to Canada. He was remanded into the custody of the United States Marshals Service.
